Exempt/Non-Exempt Status: Exempt, full-time for the duration of the funding opportunity (2 years). Opportunities for extension depend on further funding and performance.
Residency Requirement: Must establish residency within the Philadelphia 5-county region within 6 months of employment.
The Philadelphia Energy Authority (PEA), an independent municipal authority, is building a robust, equitable clean energy economy in Philadelphia. In 2016, in partnership with former City Council President Darrell Clarke, PEA launched the Philadelphia Energy Campaign, a $1 billion, 10-year investment in energy efficiency and clean energy projects to create 10,000 jobs. We focus on municipal assets, schools, low- and moderate-income housing, small businesses, commercial and industrial projects and programs. The Pennsylvania Solar Center (PA Solar Center) is a 501c3 nonprofit organization that works to extend the benefits of solar energy to all Pennsylvanians by providing assistance to organizations to explore solar, offering resources and education for all solar stakeholders, and advocating for robust solar policies. G.E.T. Solar is the Center’s flagship program that provides technical assistance to tax-exempt organizations, businesses, local municipalities, and schools. Once an organization applies to the program, PA Solar Center completes a solar assessment of the property, places the project out to developers for bids, and assists the organization in identifying financing options. The Center helps the client to understand the bids and to identify funding options for the project. To date, the GET Solar program has facilitated 21 commercial projects to go solar with almost 6 megawatts of solar installed or under contract. For more information about the program.
Job Description
PEA received grant funding to bring PA Solar Center’s successful Galvanizing Energy Transition (G.E.T.) Solar program to Southeast PA and align it with PEA’s existing Commercial Solarize Philly program to scale commercial solar access in the 5-county metro area. The program will assist commercial entities -- including municipal, school district, non-profit and for-profit organizations -- primarily in low-income and disadvantaged communities (LIDAC) to leverage timely state and federal funding opportunities to deploy solar and solar battery storage projects.
A key component of the program is education and outreach to municipalities, school districts, nonprofits, and commercial property owners in LIDACs in Philadelphia, Bucks, Chester, Delaware and Montgomery counties. The goal of this engagement will be to grow a pipeline of potential solar projects for commercial properties. The team will then support the commercial entities by generating feasibility studies and supporting project procurement.
Job Responsibilities
The Program Manager will be responsible for:
● Building partnerships with community leaders and municipalities in Philadelphia and the surrounding counties
● Engaging with businesses, commercial property owners, community-based organizations, economic development organizations, chambers of commerce, business associations, etc.
● Preparing communication materials about the program, including customer-facing communications and grant application content
● Collaborating with the team to incorporate new and existing financing solutions such as PEA’s Commercial Property Assessed Clean Energy program into the engagement strategy
● Attending meetings of townships, municipalities and schools to explain the program and create and strengthen connections
● Grant reporting on program performance
● Suggesting program innovations and improvements
● Communication and facilitation with PA Solar Center
● Other responsibilities as assigned
The Program Manager will work closely with the Solar For All program which is led by the Philadelphia Green Capital Corp. (PGCC), PEA’s green bank affiliate. Solar For All will also be reaching out to many of the same communities to expand access to solar for low income homeowners in the 5-county region.
Qualifications
● Bachelor’s degree or equivalent with a minimum of 3 years of relevant work experience, including but not limited to solar or clean energy sales or marketing, community organizing, local government, or other communications and outreach experience
● Demonstrated experience in working with community-based organizations and/or local government
● Excellent written and verbal communication skills
● Must be able to work independently and demonstrate initiative
● Commitment to diversity and demonstration of cultural competence
● Ability to interact with a wide variety of individuals and always demonstrate a positive professional attitude
● Must have reliable transportation and valid Driver’s License.
● Proficiency in Google, Monday.com, and other database or CRM platforms is a plus.
Salary & Benefits: $61,000 - $75,000 and will be commensurate with experience. Competitive benefits package including a generous healthcare package, retirement and fringe benefits, paid time off and government holidays.
