What are the responsibilities and job description for the Operations Management Trainee position at Philadelphia Housing Authority?
Under the direct supervision of the Manager, works with Property Management staff to assist in the management, operation, maintenance and administration of a specific Philadelphia Housing Authority (PHA) public housing development or scattered sites properties. Ensures compliance with established Public Housing and HUD policies, practices, rules and regulations; performs other related duties.

Certifications, Licenses required :
May require possession of a valid Commonwealth of Pennsylvania Class C Driver’s License.
Certification as a Property Manager is preferred
Supervisory responsibilities :
None
Work environment :
Normal office environment and various PHA property sites, and residence locations.
May be assigned to work evening hours, and weekend hours.
Physical demands :
Sedentary work that primarily involves sitting / standing.
Must be able to lift up to 15 pounds at times.
Travel required :
Travel to various PHA Philadelphia property sites as warranted.
Minimum education :
Bachelor’s degree in Business Administration, Human Services, Property and Facilities Management or a related field; AND or management experience; OR an equivalent combination of education and experience.

Responsibilities
Essential functions

Completes structured rotations through different Public Housing, Low Income Housing Tax Credit (LIHTC) locations to learn the core functions of property management
Completes structured rotations through Operations Maintenance and Compliance divisions to gain exposure to all facets of Housing Operations functions
Completes specific work assignments as assigned and overseen by a Supervisory Property Manager or Property Manager and performs related work as required.
Observes and executes all demonstrated responsibilities of day-to-day management, as introduced by assigned supervisor
Provide effective customer service to a diverse portfolio of applicants, residents and other stakeholders
Demonstrates acclimation to PHA’s internal business systems, policies and procedures
Observes and, under supervision from Property Manager or Supervisory Property Manager, completes recertification interviews and leasing of vacant units
Develops and implements community activities designed to enhance and improve community quality of life.
Observes experienced workers to acquire knowledge of methods, procedures, and standards required for performance of departmental duties.
Acquires training in functions and operations of related departments to facilitate subsequent transferability between departments and to provide greater promotional opportunities.
May be required to attend company-sponsored training classes.
Prepare statements, reports and analysis as needed by management.
Stays abreast of new trends and innovations in the field of property management.
