Marketing Statement
Under basic supervision, purchases supplies, materials, equipment, and required external services for the PHA; manages vendor pools for timely delivery of quality supplies and services. Performs related duties as assigned.
Annual salary range : $46,600 - $49,576.25
Qualifications
Education, Training and Experience Guidelines :
Bachelor’s Degree in Business or Public Administration, or a related field; AND two (2) years of experience in public or private sector purchasing; OR an equivalent combination of education, training and experience.
Required Knowledge of :
Federal and Commonwealth statutes, codes, and regulations governing public sector purchasing; Methods, procedures, and standards for effective, organized, and auditable purchasing record keeping and records management; Multiple industries’ and service providers’ products and services.
Required Skill in :
Analyzing bidder price quotes to select lowest price or best value based upon specifications or Scopes of Work; Learning, interpreting and applying Commonwealth and Federal purchasing rules and regulations; Working within deadlines to complete projects and assignments; Negotiating price for supplies or services; Managing vendors to meet deadline, quality, and service expectations; Being a team player- proven ability to collaborate and work well with others; Managing workload to ensure completion of multiple tasks on time, with consideration to critical tasks; Producing accurate and organized work products consistently; Performing basic financial analysis; Interacting with people of different social, economic, and ethnic backgrounds; Establishing and maintaining effective working relationships with co-workers and suppliers; Operating a personal computer utilizing standard and specialized software, including, but not limited to, Microsoft Excel and Word; Communicating effectively verbally and in writing.
LICENSE AND CERTIFICATION REQUIREMENTS :
A valid Commonwealth of Pennsylvania Driver's License may be required; Technical training and certification in purchasing management is desirable, and may be required for some incumbents.
Responsibilities
Purchases supplies, services and equipment in compliance with PHA policies, procedures, and procurement guidelines; duties may vary according to job assignment; Provides customer support to PHA staff concerning purchasing policies, procedures, and problems; Reviews purchase requests; prepares Requests For Quotations (RFQ) and Invitation For Bids (IFB); follows correct solicitation methods and procedures; Solicits and registers suppliers and contractors; evaluates and confirms bids; compiles, validates and processes required documentation within scope of authority; Prepares and processes purchase orders and requisitions through required approval process; Prepares forms, and updates files, database, records, and related documents; Performs internet searches for suppliers / vendors, contractors, and approved cooperative purchase agreements; Responds to inquiries, and resolves issues within scope of authority; Analyzes purchasing trends and develops recommendations and reports as directed; Negotiates and executes purchase agreements (POs) for supplies, services and technologies; engages stakeholders (user departments) to ensure that supplies and services meet user requirements; negotiates pricing and contract terms and conditions to secure best value for PHA; Prepares and executes negotiated contracts and Purchase Orders. Works with the Inventory Department to support Just-In-Time delivery and to assist in stock management purchasing decisions; Manages supplier / subcontractor performance and relationship to ensure delivery, quality, financial stability and in-service performance. Mitigates risks and solves procurement-related problems. Initiates supplier performance-improvement activities and reports results; Establishes strategies to improve supply chain solve shortage issues and strengthens supplier relationships; Evaluates suppliers based on cost, quality, service, availability, reliability and scope of offerings. Establishes and manages relationships with suppliers; Verifies data accuracy (parts numbers, price, units of measure) in the software database; reports problems to appropriate parties; Purchases the highest quality merchandise and services at best value price and in correct amounts; Works with the Inventory Department to manage stock levels, order quantities, and timing of routine and non-routine purchases; Assists the Inventory Department in determining items for stocking or cross-docking; Compiles information and prepares savings reports; Stays abreast of trends and innovations in government procurement, contracting, and public housing issues and policies; Maintains absolute confidentiality of work-related issues and PHA information; performs related duties and responsibilities as assigned
