What are the responsibilities and job description for the Head Supervisor position at Philadelphia Parking Authority?
General Description :
The objective of this position is to assist the management with daily operations of the towing enforcement branch of the department. Another primary function is helping to maintain the parking regulations within The City of Philadelphia in conjunction with the Philadelphia Police Department. Understanding of enforcement guidelines, how they are applied is necessary, knowledge of department staff and the geography of the city are necessary.
Principal Duties :
- Work under the direct supervision of the Deputy Manager and Manager of the department to achieve department objectives.
- Maintain a cohesive work environment through leadership principles.
- Evaluate employee discipline and progression.
- Recommend and issue discipline to employees when appropriate.
- Assist with the oversight of training and progression of new Tow Supervisors and Tow Operators.
- Review employee staffing levels daily to ensure maximized effectiveness.
- Responsible for ensuring the effectiveness, efficiency and performance of Tow Supervisors and Tow Operators.
- Regularly meet with staff to review performance.
- Communicate with management any issues found within the department.
- Communicate regularly with various departments to accomplish common goals.
- Produce daily staffing reports.
- Produce detailed reports outlining the department’s progress.
- Track and award overtime for Tow Operators and Towing Supervisors.
- Respond in person, by telephone, or in writing to citizens’ complaints.
- Assist with the research and implementation of new equipment for the benefit of the Authority.
- Review, create and revise reports to ensure accuracy and clarity.
- Supervise auditing processes involving Tow Supervisors and Tow Operators.
- Communicate operational status with department management daily.
- Anticipate operational concerns and / or problems and take appropriate corrective actions.
- Incorporate GPS system as a tool to assist with the management and monitoring of the Tow Operators
- Research damage claims to evaluate their validity.
- Assist the PPD, PSP, and other city and state agencies with managing accident scenes on the highway and expressway.
- Train and evaluate new Tow Operators and Towing Supervisors where necessary.
- Require reporting to work during all City declared emergencies, as this position is designated as essential personnel.
- Perform related work as required.
