The Tank Construction Coordinator reports to the Construction Superintendent of the Gulf Coast / Atlantic Central Region (TX, OK, KS, MO, IL, NJ, TX, LA), or any other special assignments in other regions. This position will be based within the region near existing Phillips 66 assets. The Tank Construction Coordinator provides leadership and field support in refining and midstream across the region. The Tank Construction Coordinator is accountable for successful execution of assigned projects while facilitating the safety, quality, integrity, and cost/schedule performance of each project.
Responsibilities May Include
The Phillips 66 Midstream business is a safe, reliable, and trusted provider for the movement, storage, gathering, and processing of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 70,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. Our capabilities include extensive natural gas gathering and processing operations, enhancing our wellhead-to-market strategy. We also provide the connectivity between the various Phillips 66 business units.

The Tank Construction Coordinator is accountable for successful execution of assigned projects while facilitating the safety, quality, integrity, and cost/schedule performance of each project.
Responsibilities May Include
- Supporting the execution and management of multiple Refinery and Midstream construction projects
- Leading efforts of ensuring safe and appropriate work practices (per policies and MPR’s) of contractors
- Coordinating and scheduling of work tasks for construction contractors and employee teams assigned to specific Refinery and Midstream projects
- Participating/leading project kickoff meetings, coordination meetings, PSSR’s, and various project closeout responsibilities
- Communicating and documenting compliance with regulatory and company policies and procedures
- Performing and taking sample tests for environmental concerns
- Submitting completed documentation for permits, air packages, pre-job tasks, and project closeout
- Providing cost, scope, and project control information to the Project Manager and other project stakeholders while ensuring efficient and cost-effective project execution
- Daily, weekly, and monthly coordination of contractor activities for assigned project(s)
- Effectively communicate with the Construction Superintendent, Project Manager(s) and other Refinery and Midstream Stakeholders on contractor performance and promote positive working relationships with all project stakeholders
- Monitoring, evaluating, and managing project schedule and directing resource adjustments to ensure efficiency
- Assist Project Manager(s) in managing the RFI and change order process
- Assist in the continuous improvement of project execution by participating in project lessons learned sessions
- Promote and reinforce a strong safety culture by reviewing project safety information (good catches, stop works, near misses, etc.) and participating in Incident/Accident investigations
- Quality Assurance inspections of: Coating, Excavations, Welding, Electrical & Instrumentation, NDE, and certifying welders (CWI’s) for assigned projects
- Assisting in audit/training of other Construction Field Representatives
- Provide constructability input and planning support for Project Development
- Participate in design/model reviews and coordination meetings for projects
- Assist Procurement Specialist in preparing bid package, facilitating pre bid meetings, bid package analysis, and contractor award
- Hold field construction teams and contractors accountable to the terms and conditions of the construction contract
- Legally authorized to work in the job posting country
- High school diploma or GED equivalent
- Valid driver's license
- 5 or more years of experience in Midstream or Refining construction, maintenance and/or inspection
- Basic level of proficiency in Microsoft Office Word, Excel and PowerPoint
- Basic level of proficiency in SAP
- Willing and able to travel up to 25% of the time within the Central region or any other special assignment within Midstream
- Willing and able, with or without a reasonable accommodation, to perform/comply with following:
- Climb to the top of tanks and other facility assets
- Raise and transport articles weighing up to 50 pounds
- Walk, stand, stoop, sit, climb, and carry material daily on even and uneven terrain
- Work outside in harsh weather conditions
- Use hand and power tools
- Occassional on call duties
- Work extended hours, which may include evenings, weekends, and holidays
- 5 or more years of experience working in Refining, Pipeline, maintenance, or inspection
- 5 or more years of experience with coating and application
- 5 or more years of experience with API 653 tank maintenance and repairs
- Construction management degree
- Knowledge of Midstream Procedure Manuals
- Knowledge of Midstream operations and understanding of Phillip 66 assets
- Knowledge of welding procedures
- Knowledge of non-destructive testing procedures
- Industry related certification in any of the following: NACE CIP 1 & 2, API 653, API TES, CWI
- Excavation training and competent person
- Intermediate level or proficiency with Microsoft Office Word, Excel and PowerPoint
- Intermediate level of proficiency with SAP
