Design Specialist – Piping / Civil
is responsible for ensuring consistent and accurate piping and civil design for projects at the Sweeny Refinery. This role involves overseeing the work of other piping and civil designers to ensure designs are completed efficiently, safely, and in an environmentally responsible manner.
Responsibilities May Include :
Create and revise complex piping and civil designs in accordance with the Refining Engineering Practices (REPs) and other applicable industry standards (B31.1, B31.3, PIP standards, etc.)
Perform field and document research to produce accurate and detailed design IFC (Issue for Construction) packages
Participate in FEL efforts by providing expertise in developing detailed project work scopes and material take offs for TIC (Total Installed Cost) estimates
Coordinate with other design disciplines on projects when required
Stay up to date with the latest design processes and standards
Provide design assistance throughout all phases of projects
Oversee and direct the work effort of other piping and civil designers within the Sweeny Design Team
Review documentation associated with the detailing of various assigned projects undertaken by the Sweeny Design Team, with a primary focus on piping and civil
Update project statuses and schedules on a weekly basis
Attend kick-off meetings for Capital Projects and support review of IFA packages by outside engineering as needed
Check design packages for completeness, accuracy, and adherence to applicable safety and engineering standards
Review and authorize contractor timesheets
Produce man-hour and total installed cost estimates for capital and expense projects as needed
Required Qualifications :
Legally authorized to work in the job posting country
Associate of Science Degree in Drafting / Design or equivalent
15 or more years of experience in piping and civil design in a refinery setting
Supervisory experience
Knowledge of piping and civil design standards, methods, and practices
Experience with utilizing 3D modeling and point cloud workflows
Ability to collect field data utilizing a Tape Measure, Total Station, and 3D Scanner
Ability to work safely in an office and refinery environment, accessing structures utilizing ladders, stairs, and scaffolding
Basic construction knowledge
Proficient in the use of AutoCAD, CADWorx, Raster Design, Navisworks, and Leica Cyclone / JetStream / Cloudworx for design deliverables
Preferred Qualifications :
Knowledge of the Refining Engineering Practices (REPs)
Proficient in the use of AutoCAD P3D and Falcon DMS
Basic computer / PC skills : Microsoft programs (Word, Excel, PowerPoint)
Strong work ethic and strong interpersonal and customer focus skills; work with many diverse internal customers
Ability to work both individually and on a team

Sweeny Refinery
is located in Old Ocean, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, and aromatics units, as well as access to the on-site vacuum tower and delayed coking unit, which is an asset owned by Phillips 66 Partners. Sweeny processes heavy, high-sulfur crude oil and some light, low sulfur crude oil. Domestic, Canadian and other foreign crude oil is transported by truck, pipeline, marine transportation and terminals. The refinery produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, heating oil and petroleum coke. The refinery receives crude oil by pipeline and via tankers, through terminals on the Gulf Coast, including a deepwater terminal at Freeport. Refined products are distributed throughout the Midcontinent region, southeastern and eastern United States by pipeline, barge and rail car. Refined products are also exported to Latin America by waterborne cargo.
