The Measurement and Loss Control Specialist – Billings Refinery will lead the Phillips 66 Measurement & Loss Control (M&LC) program for the Phillips 66 Billings Refinery and associated terminals. This technical role works closely with Refining/Terminal staff, Finance, and the Global M&LC team to minimize losses at the site. The role will provide technical support to identify and resolve measurement and reporting errors and quantify quality downgrades in receiving/delivering terminals, refinery, and pipeline systems utilized by Phillips 66 Company and our customers. The role will develop appropriate performance measures, drive improvement opportunities, and deliver increased value for Phillips 66. The role will build relationships with key internal stakeholders and external suppliers/inspection contractors to support supply and trading activity at the site.

United States – Billings, Montana; preferably onsite. Position can be based at Houston Headquarters instead of refinery with significant travel to the site.

Responsibilities May Include

Oversight of custody transfer measurements to ensure accurate volumes and to prevent/minimize cargo losses and product quality degradation at the refinery and associated terminals, including but not limited to pipeline, truck, rail, storage tank(s), storage pile(s), and cavern(s).

Oversight of the measurement and sampling services at the refinery and associated terminals using P66 procedures/guidelines and relevant API standards.

Attend custody transfers as required.

When a supplier or customer LC contractor/witness is present, it is expected that the site-based M&LC representative or designee to be in attendance.

Periodic field reviews of custody transfer inspections.

Participate in reviews and incident investigations related to associated custody connection points and Independent Inspection Company performance.

Work with Refinery Management to develop site-specific controls and implement a process to validate and monitor measurement equipment used for custody and inter-company transfers.

Witness calibrations and operations of meter provers, equipment verifications, in-line samplers, automatic tank gauging systems, tank calibrations, truck & rail car scales, etc.

Assist the refinery in implementing and monitoring measurement controls, files, etc. on equipment used for custody; per Federal Trade Zone (FTZ) requirements (if refinery is an FTZ).

Engage with M&LC Business Systems and Metrics to assist with the development of site-based performance benchmarks and measures. Identify risk and risk mitigation strategies to communicate with Refinery Leadership and the appropriate Commercial partners.

Confirm and reconcile movement quantities and resolve excessive differences with purchasers, suppliers, and P66 Commercial, as appropriate. When necessary, escalate to the COE for discrepancy review and potential issuance of claims.

Identify and address requirements to ensure proper financial reporting and audit compliance as they relate to custody transfers (e.g., SOX). Provide measurement data to Refinery Product Accounting and/or Charge & Yield for month-end inventory C&Y and Mass Balance calculations.

Engage Global M&LC Center of Excellence or 3rd Party Terminals team, as appropriate, when issues are identified.

Maintain site-based M&LC desk manual, and site-specific guide in coordination with the M&LC Process, Procedures, Governance documents, and API/EI standards.

Required Qualifications

Legally authorized to work in the job posting country

High School Diploma or GED equivalent

3 or more years in Dynamic Liquid and/or Gas Hydrocarbon Measurement (Lease, Pipeline, Terminal and/or Refinery) or 7 or more years in liquid hydrocarbon operations, lab, or maintenance

Physically capable of witnessing custody transfer measurements in the field

Ability to adapt to changing work environments and make continuous improvements

Preferred Qualifications

Bachelor’s degree in Business, Engineering, Supply Chain Management, or a relevant field

Ability to manage conflict and persuade/facilitate resolution

Capable of influencing others to achieve desired results and common objectives

Ability to set, manage, and meet multiple and competing priorities

Ability to technically and fundamentally analyze factual data to recommend action to stakeholders (traders, schedulers, S&TA management, contract administration and settlements, and RM&T management)

Basic knowledge of petroleum market commercial fundamentals including a general understanding of contract terms and condition(s) risks

Understanding of downstream operations, supply chains, and value drivers

High degree of personal drive and dedication to achieve personal/team goals and objectives

Strong organizational skills that include experience with keeping detailed records and initiating communications of project schedule, status, and deadlines

Good negotiation skills, along with effective written and verbal communication skills

Proficiency with applications for word processing, spreadsheets, SharePoint, LiveLink, etc.

Working knowledge of Pipeline & Terminal custody transfer operations and procedure.

Working knowledge and participation in API MPMS/ASTM, standards development organizations

Strong communication and collaboration skills, with the ability to effectively manage internal and external stakeholders at all levels

Strong individual contributor who can perform with minimal direct oversight
