What are the responsibilities and job description for the LIHTC Third-Party Audit Manager position at Phipps Houses?
Primary Function:
The LIHTC Audit Manager is responsible for working with HDC/HPD, as well as third party auditors to ensure all initial tax credit files comply with LIHTC regulations, income restrictions, and other compliance standards.
Salary range: $85,000 to $95,000 Hybrid 4 days in office, 1 day remote.
Duties and Responsibilities:
· Thoroughly review initial tenant files, leases, and relevant documents to ensure Compliance with federal and local regulations related to affordable housing programs
· Review third party auditor reports and implement required corrective action for tenant income certification discrepancies, errors, or issues that may or may not indicate non-compliance
· Develop and propose solutions to address non-compliance issues, and take the necessary steps to correct files accordingly
· Contact and communicate with tenants to obtain corrective documentation such as signatures, self-certifications, as well as missing income and asset information
· Track the implementation of corrective actions and prepare reports on audit findings for senior management
· Provide training and guidance to on-site property staff on compliance requirements and procedures
· Work closely with corporate staff and third-party oversight agencies to ensure program adherence
· Create and organize a digital file system on SharePoint
· Stay current in LIHTC requirements as related to affordable housing programs
Desired Qualifications:
· Education: Bachelor's or Associate Degree preferred or with equivalent expertise and work experience. Minimum of High School Diploma or GED is required
· Experience: Minimum 5 years of LIHTC initial file processing and review
· Audit and Compliance Expertise: Experience in conducting LIHTC audits, identifying non-compliance issues, and recommending corrective actions
· Problem-Solving Skills: Ability to identify and resolve compliance issues
· Organizational Skills: Ability to manage multiple tasks and meet deadlines, exception follow-up skills, ability to work with a high volume of cases
· Attention to Detail: Ability to meticulously review documents and identify errors or discrepancies
· Communication and Interpersonal Skills: Ability to effectively communicate with staff, tenants, and external stakeholders
· Software Proficiency: SharePoint, Adobe, DocuSign, Excel, familiarity with Pronto a plus but not required
· Knowledge of NYC Housing Connect and the lottery process a plus
· Bil-lingual in Spanish preferred
