Agency Description

The mission of the Office of Homeless Services (OHS) is to make homelessness rare, brief and non‐ recurring.  OHS works collaboratively with a broad‐based network of public and private providers to utilize practices that are informed by data, honor the different perspectives of all stake holders and are trauma informed.    OHS works to maximize resources while monitoring emerging trends, tracking progress and shifting priorities as needed.  

Work-Life

Working hours are generally 37.5 hours per week.  Our team works in-office 5 days a week

Position Summary

The Office of Homeless Services (OHS) is the public entity charged with the policy, planning and coordination of the City’s response to homelessness. Homeless Services is the Collaborative Applicant for the HUD homeless Continuum of Care (COC), and coordinates the Philadelphia COC, an inter-agency planning body committed to coordinating and implementing a community-wide response to addressing homelessness in the City of Philadelphia. The community's response includes outreach, shelter, housing, supportive services, and homeless prevention strategies that address the needs of persons experiencing or at-risk of experiencing homelessness.

The Configuration & Support Analyst will play an integral role in supporting the development and implementation of system-level performance standards. This role will develop configurations for the system including configuration of provider specific reporting and workflow design to improve efficiency of data collection procedures.

This role will use their knowledge and experience to improve and increase the effectiveness and efficiency of Service Desk operations, and help plan, execute, and implement infrastructure and business system projects plus provisioning of accounts and access.

The Configuration & Support Analyst will address and resolve incident and service request tickets from end users and staff, provide end-user support, document tickets for escalation to the HMIS vendor, provide accurate, professional, and timely documented updates to all assigned tickets. Follow and execute documented and approved policy, processes, and procedures. Communicate clearly and concisely, verbally and in writing, with users and technical support. Provide exceptional customer service.

Duties

HMIS Content Development:

HMIS Configurations

Develop configurations for the system based on needs.

Configuration of provider specific reporting and workflow design to improve efficiency of data collection procedures.

Monitor and measure deliverables and other required activities associated to ensuring users receive the proper HMIS related trainings.

HMIS software Infrastructure improvements for the CoC’s coordinated entry process (such as virtual community by name list, eligibility automation, etc.)

Collaborate with the HMIS Lead and the CoC Performance Management and Training Units in the development of appropriate training and guidance materials to support internal and external staff in understanding and meeting performance level standards.

Core Competency Content Development

Assist in the development of core competency content for service provider agencies and OHS staff.

Data Sharing

Configuration redesign of HMIS privacy and security infrastructure for client authorization data sharing requirements.

Participate in the collaboration of all inter-agency electronic data sharing protocols and activities, including the data exchanges utilized by HUD and Federal Partners and the local CARES data management system.

Ensure correct file formats (XML, CSV, etc.) and functionality for data exchange and data sharing are available and functioning within the software.

Technical Assistance

Offer advanced HMIS technical support and play an integral role in supporting the development and implementation of program and system-level performance standards as stated in the Data Quality Improvement Plan.

Integrate configurations of the infrastructure to allow new stakeholders into HMIS meet funding/ reporting requirements (such as Veterans, PATH, HOPWA, etc.)

Respond to system wide technical assistance questions from service providers in a timely manner via phone, email, and virtual support.

Competencies, Knowledge, Skills and Abilities

The candidate should possess the following qualities:

Knowledge of and experience with HMIS databases is required; experience with ClientTrack is preferred

Knowledge of federal HMIS regulations

Qualifications (Education and Experience)

Bachelor’s degree required; master’s degree preferred in a related field and two (2) years of work experience; or an equivalent combination of education and experience deemed to be adequate.

Effective May 22, 2023, vaccinations are no longer required for new employees that work in non-medical, non-emergency or patient facing positions with the City of Philadelphia. As a result, only employees in positions providing services that are patient-facing medical care (ex: Nurses, doctors, emergency medical personnel), must be fully vaccinated.
