DIVISION: Early Childhood Education Professional Development Organization (ECE PDO)

JOB OVERVIEW:

The ECE Workforce Special Projects Manager supports the Child Development and Family Services (CDFS) department across programs through assigned management of critical educator development and advancement activities in Philadelphia and surrounding Southeast PA counties. This role reports to the ECE Professional Development Organization’s Director and receives direction from senior department leadership to respond timely to the needs of programs and projects, including but not limited to the Early Childhood Education Professional Development Organization (ECE PDO) and Alternative Certification Programs, and other initiatives. The ECE Special Workforce Projects Manager is responsible for providing subcontract and budgetary oversight, generating policies and procedures, synthesizing data, and producing reports to assist senior leadership in accurately representing progress on deliverables for multiple assigned projects. The ECE Workforce Special Projects Manager supervises program staff leads on meeting project deliverables and performance expectations.

RESPONSIBILITIES:

  • Co-develop, implement, and manage work plan(s) and reporting approaches for special workforce projects as assigned.
  • Assist senior leaders to ensure that project work plans are in alignment with departmental and funder requirements, goals, and objectives.
  • Review and monitor project timelines with the ECE PDO Director, and other program leaders responsible for project activities.
  • Develop procurement and subcontracting activities, as relevant, by program.
  • Provide oversight of subcontractor payments and budgetary deliverables.
  • Supervise program staff on project deliverables, program implementation activities, and incremental reporting and performance expectations.
  • Provide quality reports to program and project leaders to ensure project objectives and measures are met and in alignment with departmental goals and objectives.
  • Report on project performance, activities, and project timelines to demonstrate that project activities are on target.
  • Work with the ECE PDO Director and senior department leadership to develop funder reports.
  • Effectively manage program timeline to ensure timely completion of program deliverables.
  • Develop and/or edit content for informational products and promotional communications including papers, reports, newsletters, website, and e-blasts.
  • Reflect on data and information and make recommendations to improve services within scopes as they relate to the projects.
  • Analyze project data and develop reports and supporting documentation for various stakeholders.
  • Participate in scheduled collective meetings across projects to discuss progress toward work plans and/or activities and communicate successes and concerns.
  • Engage with various stakeholders, including state and philanthropic funders, Institutions of Higher Education, ECE employers, ECE workforce, and other community workforce agencies.
  • Perform other duties as assigned.

EXPERIENCE:

  • Minimum of 5 years of work experience in early childhood education, human services program management, communications, fiscal management, operations management, or a related field
  • Knowledge of regional, state, local, and national early childhood systems, and cross-functionality
  • Knowledge of the early childhood workforce needs and trends, particularly as non-traditional college, and credential students
  • Knowledge of PDE standards and competencies and relevant content
  • Knowledge of ECE systems, resources, and barriers

EDUCATION:

  • Bachelor’s degree in public administration, business administration, communications, or a related field required
  • Master’s degree preferred

ORGANIZATIONAL RELATIONSHIPS:

The ECE Special Projects Manager reports to the ECE PDO Director. This position is full-time, 100% FTE.

This position operates from PHMC’s main offices at 1500 Market St, Philadelphia, PA. The position also requires some travel throughout the Greater Philadelphia region and occasional statewide travel to best serve the meeting schedules of participating partners.

SALARY GRADE: 21
