JOB OVERVIEW:
The Philadelphia Department of Public Health (PDPH), Division of Disease Control (DDC) is tasked with the operation and maintenance of reportable disease surveillance systems and other key public health databases. DDC uses public health data to prepare for public health emergencies, monitor and track reportable diseases/conditions, respond to disease outbreaks, and provide education to the community on how to stay safe and healthy. Systems under DDC purview include those used by the following programs: Immunizations, Acute Communicable Diseases, STD Control and Health Center 1, Public Health Preparedness, and Viral Hepatitis.
The DDC Epidemiology, Informatics, and Systems Manager’s role includes four primary focus areas: 1) ensure the security and integrity of data sent to DDC and stored in DDC systems; 2) serve as the lead DDC data steward to ensure the proper use and accurate representation of DDC data; 3) provide oversight to the Epidemiology Unit, Immunization Information System (IIS) team, STD data team, and Informatics staff within DDC; and 4) ensure data modernization of DDC databases. Additional responsibilities include coordinating and liaising with the Health Commissioner’s Office, the Department’s Health Information Technology (IT) Division, the City’s Office of Information and Technology (OIT), and the City’s Law Department, as well as other PDPH divisions. It is the responsibility of the Epidemiology, Informatics, and Systems Manager to ensure that all teams have efficient and manageable workflows, receive the resources they need, and are functioning optimally. This position must also provide leadership and mentorship to staff, including identifying the needs of each team and evaluating each team’s performance. Overall, this position oversees units comprised of approximately 40 staff across the Division with 4-6 direct reports.
RESPONSIBILITIES:
- Modernize and improve the flow of public health data to DDC.
- Oversee the DDC Epidemiology, Immunization Information System (PhilaVax), and Informatics teams.
- Work with the Epidemiology Manager on workflows and process improvement.
- Work with the IIS Manager to identify potential system enhancements.
- Work with the Informatics team to improve data collection, data quality, and visualizations.
- Work with the STD team on enhancing, modifying, and managing the transition of the STD database.
- Work with the Epidemiology team to create reports on a variety of public health areas, including vaccination rates, disease prevalence, and disease outbreak and emergency response metrics.
- Work with all teams to develop process improvements for workflows and outcomes and to develop metrics for assessment of work.
- Identify and ensure that the needs of all teams are met in coordination with Division leadership.
- Review materials created by DDC staff or using data from DDC systems for any product (abstract, reports, presentations, and publications) prior to submission to the Health Commissioner’s Office (HCO) Review Committee.
- Liaise with the Law Department and other stakeholders on contracts, data use agreements, and other legal agreements.
- Provide quarterly reports to DDC leadership on metrics and information needed at the Department level.
- Oversee contracts and subscriptions for systems and software.
- Troubleshoot issues with IT systems.
- Develop and coordinate SOPs, reports, and other documentation for the Division and Department as needed.
- Identify grants for supplemental funding for modernization and/or systems development.
- Support public health emergency responses.

EXPERIENCE:
- 6-10 years of experience in public health or a related field
- 5 years of management experience with proven ability to supervise managers and large teams
- 5 years of Immunization Information System (IIS) or related experience preferred
- 5 years of HL7 experience preferred
- Experience with SQL
- Experience with SAS/R
- Experience with data visualization software preferred
- Knowledge of reportable diseases and immunizations
- Understanding of interoperability standards
EDUCATION: Master’s degree in public health, epidemiology, or health informatics
REQUIRED QUALIFICATIONS:
- Ability or willingness to learn to code in SQL
- Ability to code in SAS
- Must be available to work occasional weekends or after-hours
- Must be able to lift 25 lbs.
DESIRED QUALIFICATIONS:

SALARY: $110,000 to $115,000 per year
