The Phoenix Center for Rehabilitation & Pediatrics, a 227 bed skilled nursing facility caring for both geriatric and pediatric residents, is looking for a Human Resources Director to direct the Human Resources function of the facility. The Human Resources Director is responsible for the smooth and profitable operation of the company's human resources department. The HRD will supervise and provide consultation to management on strategic staffing plans, compensation, benefits, training and development, budget, and labor relations.
Responsibilities:
- Collaborate with department heads to align HR policies with the company’s strategic goal
- Plan, lead, develop, coordinate, and implement policies, processes, training, initiatives, and surveys to support the organization’s human resource compliance and strategy needs
- Administer or oversee the administration of human resource programs including, but not limited to, compensation, benefits and leave, disciplinary matters, disputes and investigations, performance and talent management, productivity, recognition and morale, occupational health and safety and training and development
- Identify staffing and recruiting needs; develops and executes best practices for hiring and talent management
- Hire and onboard new employees and negotiate employment agreement
- Work with the Staff Development Nurse in planning and implementing employee orientation, training and education programs
- Monitor and ensure the facilities compliance with federal, state, and local employment laws and regulations
- Process bi-weekly payroll
- Maintain an employee personnel filing system inclusive of all applicable federal and state employee laws regarding wage, overtime, work hours, workman's unemployment/compensation
- Monitor all Workman's Compensation claims and coordinate between the facility, employee, and insurance carrier
- Counsel/discipline personnel as requested or necessary and maintain records in employee file
- Coordinate the 401K, health insurance and other employee benefit programs at the facility
- Ensure employee grievance procedures are followed in accordance with facility policy as well as federal and state law
- Monitor unemployment claims
- Follow all Safety Policies and Procedures as well as all OSHA Guidelines including filing of OSHA 300, 300A forms
- Other duties as assigned by the Administrator

Requirements:
- A bachelor's degree in human resources, business administration, or a related field
- Must have at least 2 years of general Human Resources experience
- Must have at least 2 years of healthcare experience
- Experience dealing with unions a plus
- Be able to present a positive image of the facility to all employees, job applicants, outside vendors, family members and members of the community
- Be able to deal honestly, openly and directly at all times with all staff members
- Create and maintain an atmosphere of warmth and a positive environment throughout the facility
- Demonstrate good judgement, problem solving and decision making skills
