JOB DESCRIPTION: Clinical Supervisor, Substance Abuse
REQUIRED CERTIFICATION/LICENSE: LCPC, LCADC , LCSW-C, CAC –AD-S Board Certified Supervisor from Maryland.

WORK SCHEDULE: Monday through Friday, 9am-5pm./ Flexible
The Clinical Supervisor directs and manages an effective clinical service delivery team using applicable principles of addictions treatment, social work and/or counseling which include - consumer psychosocial assessment, group and individual psychotherapy, client/family intervention, client/family education and treatment planning. This position will provide administrative supervision to staff responsible for delivering services to individuals with mental health and/or substance use disorders; will manage client services and objectives, conduct periodic auditing of client records and ensure compliance with established program standards; comar regulations and accreditation conformance.
MAJOR RESPONSIBILITIES:
Administrative Supervisor will work directly with the Clinical Director on program implementation, monitoring and oversight of the clinical team.
Meet with clinical Director on a weekly basis to discuss overall SA Team functioning, program enhancements, curriculum, group schedules, etc.
Supports evaluation of program services to consumer outcomes and acts as a positive change agent to implement clinical initiatives to increase quality consumer care.
Conducts assessment of each consumer’s psychosocial status and functioning in an effort to document history and identify preliminary items for the treatment plan for all substance abuse programs.
Facilitates the overall development and implementation of a comprehensive, individualized treatment plan in conjunction with other treatment team members. Incorporates the consumer’s psychosocial functioning and strengths in the plan of care. Formulates a treatment plan with the client, using knowledge of alcohol and drug abuse risk factors and counseling and treatment techniques.
Provides and/or arranges for therapeutic interventions as appropriate for consumers in a crisis situation, work with Clinical Director to implement a crisis plan.
Follows up to determine reliability and validity of treatment used; makes recommendations regarding modification to services and service delivery.
Maintain contact with referral sources; networking to receive consistent flow of referrals.
Refers consumer to other support services as needed, such as medical evaluation and treatment, social services, and employment services, other levels of care within organization as needed.
Prepares and maintains Assessment, Treatment plans, reports and case histories in EMR
Participates in the review of clinical issues and program policies and procedures.
Consults with other therapists and related professionals, as appropriate, in the performance of therapeutic and/or casework; refers clients to appropriate service agencies as required.
Attends staff meetings and team conferences; leads weekly team meetings as required.
Participates in, leads, and/or coordinates training sessions and workshops to enhance treatment skills of staff.
Maintains current knowledge base on counseling issues regarding substance abuse and other psychosocial disorders through conferences, educational requirements for licensure, and applicable current literature.
Complete transition plans when clients move from one level of care to the next or require more than one service to be provided simultaneously.
Weekly Audits of staff documentation for all SUD programs.
Complete necessary documentation for program Authorizations and re-authorizations as needed.
Track Re-authorizations to completion ensuring that the Billing and Authorizations Manager has all necessary documentation needed.
ESSENTIAL DUTIES:
1. Oversee Clinical Operations: The Clinical Supervisor will be responsible to ensure that the Substance Abuse daily operations are running within a professional and clinical capacity on a daily basis
2. Substance Abuse Clinical Assessments: Clinical assessments must be completed daily, or as consumers enter into the agency. All documentation is required to be completed within 48-hours of the completion of the assessment interview to meet comar guidelines.
3. Consumer Intake\Referrals: All referrals regarding potential consumers being referred into the agency from Hospitals, detox and or rehabilitation facilities, courts, etc. must be reviewed on demand, to ensure that the referrals are clinically stable and suitable for the program, assisting and guiding intake coordinator on appropriate level of care.
4. Med Tech Daily UA Report: The Clinical Supervisor will be responsible for reviewing the daily urinalysis report, which will be distributed by the Med Tech representative. This report will identify all consumers, which are positive for illicit substances. A plan of action must be documented and discussed with the SA Counselor, so the consumer’s best interest is met regarding illicit use.
5. IOP Groups: The Clinical Supervisor will oversee all groups daily, this position will visit groups in progress to ensure that they are being conducted in a timely manner; that all materials are being presented accurately and that groups are documented timely. The Clinical Supervisor will be responsible for observing groups to ensure staff members are presenting and communicating materials accurately pertaining to chemical dependency. The Clinical Supervisor will also be responsible for conducting IOP/OP Groups if or when necessary.
6. Clinical Supervisions: The Supervisor will carry a reduced direct care caseload to ensure all supervisory duties are completed in a timely manner, and there is ample time to provide quality supervision of benefit to the employee, and ultimately benefiting the care of the consumer and the organization’s performance.
Individual Supervision: Individual supervision occurs twice a month, with the
Supervisor meeting individually with each counselor for a one-hour supervision session on a regularly scheduled day of the month. (New Hires should meet weekly until fully trained) The individual supervision sessions contain one or more of the following activities:
a. Review of Caseload: Review of the counselor’s caseload, the caseload mix, and any specific issues regarding the size and mix of the caseload that either party deems important to discuss to support consumer care.
b. Case Review: Review of an individual person served and case record to discuss assessments, treatment planning, interventions, progress, counseling interventions, and to generate ideas for alternative approaches or an increase or decrease in a particular method or approach to counseling.
c. Performance Evaluation: Review and discussion of the counselor’s annual performance evaluation, at the time of required annual completion, or when referencing during the evaluation year for assessing the level goals and objectives listed on the evaluation are being met.
d. Miscellaneous and/or Acute Issues: Review of both acute consumer related situations that can support the counselor in their job performance and/or review of acute counselor performance related issues that may detract from the quality of consumer care.
2) Group Supervision: Components of the group supervision process are as follows:
a. Clinical Staff Meetings: Meetings with the counseling staff will occur every other week on a regular scheduled day, at a regularly scheduled time. The purpose of the meeting is to utilize a team approach to care through the discussion of policy, procedures, and clinical approaches, in-service “counselor specific” training, and review and discussion of individual consumer’s program status in a manner that supports the care of the consumer.
b. Peer Client Record Review: Counselors will meet on a quarterly basis to participate in a review of consumer records. The Supervisor will facilitate the review by providing an agenda, guidance in the components of the review and each person’s responsibility in participation, and education and training consistent with the outcome of the case reviews
3) Review of Individual Consumer Records: Prior to meeting with an individual, the Supervisor may review one or more files to determine the current level of the quality of documentation in a chart, and/or to assist a supervisee with managing a challenging set of circumstances related to a consumer’s needs and preferences.
Weekly File Audits: Weekly Audits of the SUD files documentation. Feedback to SA Counselors as needed.
4) Facilitation of the Peer Record Review Meeting and Process: The Supervisor will conduct the quarterly Peer Record Review meeting, in conjunction with the Clinical Director.
5) Communication of Counseling Supervision Information to The Program Clinical Director: The Clinical Supervisor meets on a monthly basis with the Clinical Director and provides at minimum the following information within the meeting:
a. Caseload levels and mix.
b. Information related to counselor staffing levels and needs.
c. Recommendations for creating, revising, or eliminating policy, procedures, and practice guidelines.
d. Level of counselor performance, consistent with performance evaluation results.
e. Other information related to counseling services and direct consumer care that may impact the quality of care and/or the risk of loss exposure to the organization.
f. Recommendations for new hires
6) Dissemination of Information at The Management Team Meeting: The Supervisor is responsible for reporting all information related counseling services that may be relevant in the ongoing management of the organization.
7) Performs other duties and special projects as assigned by the Clinical Director and/or COO. i.e. Caseload; If the agency experiences any unforeseen circumstance with Substance Use staffing; the Clinical Supervisor will be expected to take on a caseload until the agency fills such positions within the department. The Chief Operations Officer will assist with duties if such issues arise.
POSITIONS SUPERVISED: CAC-ADs, CSC-ADs, and ADTs.
LEVEL OF EDUCATION/TRAINING/QUALIFICATIONS: A bachelors or master's degree in counseling or a related discipline regulated under the Health Occupations Article, Annotated Code of Maryland, and certification or licensure as an alcohol and drug counselor by the Board of Professional Counselors and Therapists; or;
- Approval to supervise by the Board of Professional Counselors and Therapists
- Minimum three (5 ) plus years of Addictions and mental health experience.
- A minimum of 5 years' supervisory experience in an alcohol or drug treatment program and/or mental health treatment center.
