The Street Transportation Department has two vacancies for Civil Engineer III, Horizontal Project Manager positions. The CEIII position performs project management duties for the Street Transportation Department Capital Improvement Program (CIP) projects. Projects range from small-scale to multi-million-dollar investments and can include paving, reconstructing or widening streets, installing traffic control devices, roadway lighting, and active transportation facilities such as bike lanes and pedestrian pathways.
Additional improvements often involve upgrading drainage systems, water and wastewater infrastructure, and integrating modern design elements to enhance safety, accessibility, and sustainability. Project management responsibilities include managing project design, preparing cost estimates, and overseeing construction administration. This involves supervising the design process, inspecting construction activities, and ensuring all work complies with standards, contracts, plans, and specifications for Capital Improvement Program (CIP) projects. Additional responsibilities include coordinating with consultants and contractors and managing their performance.
Key duties include :
- Supervising City staff to ensure projects are completed successfully and efficiently.
- Utilizing the current city project delivery tools.
- Technical specification review and creation for city standards.
- Negotiating and preparing contract change orders and adjustments.
- Producing and evaluating project cost estimates and construction documentation.
- Reviewing construction document submittals, material submittals, and pay estimates.
- Preparing scope of work, evaluating, and approving final engineering services and construction cost proposals.
- Providing expert guidance on the technical aspects of project design and construction documentation.
- Producing, reviewing, and interpreting plans and drawings to ensure compliance with standards and contract documents.
- Preparing correspondence to vendors and furnishing comprehensive documentation for senior City staff members.
- Overseeing the entire lifecycle of federally and locally CIP projects within the city's right-of-way, from initiation to design and construction.
One position is temporary. The temporary position will be funded through June 2026 and will be reviewed in a future budget cycle to determine if the position will be extended, ended, or made regular . The temporary position will have benefits but will not earn city retirement credits or participate financially into the city's retirement program. If the successful candidate is a current City employee, all benefits will still be applicable, and the employee will still contribute to their pension. Temporary positions are not covered under civil service rules, and thus employment is considered 'at-will' and employees may be separated at any time.
