Essential Duties and Responsibilities:
- Serve as the Owner’s primary onsite representative, ensuring compliance with contractual, regulatory, and quality standards while overseeing engineering, procurement, construction, and commissioning activities.
- Oversee the awarded EPC contractor’s performance in engineering, procurement, and construction management (CM) while coordinating with internal teams, contractors, and vendors.
- Develop and implement the construction contracting strategy, ensuring clear scope delineation, risk mitigation, and seamless integration between project phases.
- Act as the escalation point for design, procurement, or construction issues that could impact safety, schedule, or quality.
- Oversee the CM agent’s quality control processes, ensuring engineering designs, procured materials, and construction execution meet project requirements.
- Conduct site inspections, safety walk-downs, and compliance audits to verify adherence to health, safety, and environmental (HSE) regulations.
- Monitor contractor performance, schedules, and project milestones, ensuring alignment with budget and procurement timelines.
- Review and approve cost forecasts, change orders, and financial reports, ensuring expenditure remains within budget.
- Identify and mitigate project risks, implementing contingency plans as needed to avoid delays and cost overruns.
- Oversee the transition from construction to commissioning and startup, ensuring punch-list completion and smooth handover to operations.
- Foster collaboration among internal teams, contractors, and stakeholders, ensuring alignment with overall project objectives and timelines.
Job Requirements:
- Extensive experience in construction management with a proven track record in EPC oversight or Owner’s Representative roles on large-scale power generation projects.
- Demonstrated success in managing complex Oil, Gas, or Energy projects, ensuring alignment with safety, budget, quality, and schedule objectives.
- Strong knowledge of construction contracts, including pricing structures, scheduling methodologies, and tender processes for large-scale industrial projects.
- Advanced experience with Balance of Plant (BOP) equipment and major equipment installations, ensuring seamless integration into project execution.
- Expertise in construction safety standards, risk management, and compliance with OSHA, environmental, and industry regulations.
- Proficiency in contract management, risk analysis, and cost forecasting, with the ability to assess and mitigate project risks.
- Ability to oversee and evaluate contractor performance, ensuring adherence to project specifications and resolving escalated construction issues.
- Experience with construction scheduling tools (e.g., Primavera P6) and cost management systems to track project progress and financial performance.
- Exceptional leadership and communication skills, with the ability to coordinate across engineering, procurement, construction, and commissioning teams.
Physical Requirements:
- Ability to tolerate noises typical of an active construction environment, while adhering to all required safety protocols for the project.
- Prolonged periods of standing, sitting, walking, and working conditions typical of an active construction project.
- Ability to lift up to 50 lbs, work in extreme temperatures, and operate in varied industrial environments.
- Must be able to hear alarms, use all extremities, and maintain full situational awareness in a dynamic construction setting.
Education / Experience:
- High School Diploma or GED required
- Bachelor’s degree in Construction Management, Engineering or related field preferred.
- 20 years of experience managing site construction and commissioning of power projects of similar scale and complexity.
- PMP (Project Management Professional) Certification preferred.
- OSHA 30-Hour required
