JOB TITLE: ACCOUNTING TECHNICIAN
FINANCE DEPARTMENT
GENERAL DESCRIPTION OF JOB
The purpose of the job is to perform routine to moderately complex technical accounting work in the preparation and maintenance of accounting records and in the processing of accounts payable and/or receivable, and to perform a variety of other accounting and clerical tasks as assigned. This class works according to some procedures but decides how or when to do things; work is reviewed regularly by supervisor.
ESSENTIAL TASKS
The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
Processes accounts payable for assigned accounts; verifies incoming invoices for accuracy and completeness; generates various reports to verify totals; prints checks and prepares for mailing.
Communicates with vendors and County personnel / officials regarding invoices; resolves discrepancies and expedites the accounts payable process as necessary.
Processes claims and vouchers for payment; verifies account codes for proper assignment of budget expenditures; obtains department head approval.
Enters purchase orders and invoices into vendor files and maintains master vendor list.
Prepares sales tax report and various other financial reports as required.
Enters budget information and adjustments into financial accounting system.
Balances cash on hand against receipts.
Maintains utility bill ledger.
Processes accounts receivables as assigned.
Assists in maintaining filing system for financial records; prepares files for archives.
Answers the telephone; provides requested information and/or forwards calls to appropriate staff person; greets and assists office visitors.
Receives and responds to inquiries, concerns, complaints and requests for assistance in areas of responsibility.
Performs other general clerical work as required, including but not limited to entering and retrieving computer data, copying and filing documents, processing daily mail, sending and receiving faxes, ordering supplies, etc.
Attends training, meetings, workshops, etc., as necessary to enhance job knowledge and skills.

Requires giving information, guidance or assistance to people to directly facilitate task accomplishment; may give directions or assignments to helpers or assistants.
INVOLVEMENT WITH THINGS:
Requires handling or using machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones or similar equipment; may service office machines, including adding paper and changing toner.
COGNITIVE REQUIREMENTS
REASONING REQUIREMENTS:
Requires performing semi-skilled work involving set procedures and rules but with frequent problems.
MATHEMATICAL REQUIREMENTS:
Requires using addition and subtraction, multiplication and division, and/or calculating ratios, rates and percentages.
LANGUAGE REQUIREMENTS:
Requires reading technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form.
MENTAL REQUIREMENTS:
Requires doing clerical, manual or technical tasks prescribed by standard practices but which may require computation, the use of several procedures, and the use of independent judgments with obvious choices; requires normal attention for accurate results.
VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION
VOCATIONAL/EDUCATIONAL PREPARATION:
Requires high school diploma, GED or specialized vocational training.
SPECIAL CERTIFICATIONS AND LICENSES:
Must possess a valid state driver’s license.
EXPERIENCE REQUIREMENTS:
Requires over six months and up to and including one year.

PHYSICAL AND DEXTERITY REQUIREMENTS:
Requires sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a recurring basis or routine keyboard operations.

SENSORY REQUIREMENTS:
The job requires normal visual acuity and field of vision, hearing and speaking abilities, and color perception.
