Overview
Pickens County Fire/Rescue, a Fire Based - EMS Transport service, is hiring for a full time EMS Captain.

This position is responsible for the oversight of safe and efficient operations of emergency medical services. This position is responsible for the development and implementation of policies and procedures directing EMS, pre-hospital care, quality assurance and EMS administration. The position shall also participate in Public Health Care programs, assists with disaster planning, special needs evacuation and emergency management. This position takes the lead in coordinating the delivery of EMS training and recertification. The position assists the Fire Chief with budget preparation and accounting functions, assists with the procurement and oversight of purchasing of equipment, and supplies. As a Captain of the Fire Department, position may be required to establish and/or perform in all functions of the incident command system. This position works with the Battalion Chief to secure necessary supplies and equipment. The EMS Captain interacts with other EMS systems, hospitals, and public safety professionals. The position will act as a department representative in the Region-1 EMS Council and other council committees as needed. This position requires ongoing direct communication, coordination and planning with the agency Medical Director as needed.

Major Duties and Responsibilities

  • Oversees maintaining licenses and certification required of DPH to operate an ambulance transport service in the State of Georgia.
  • Oversees maintaining EMS licenses and certifications of all Fire Rescue employees by ensuring required training is acquired or delivered.
  • Oversees compliance with all State and Federal rules and regulations governing the operation of an ambulance transport service in the State of Georgia.
  • Oversees compliance with the handling of controlled substances.
  • Possesses the authority commensurate with the rank of Captain and may assume command of emergency incidents as needed.
  • Participates in local and regional command activities in response to natural or man-made disasters, major accidents, hazardous materials response, and other incidents to include managing Fire and Rescue Services operations at the Pickens County EOC or 911 Center.
  • Oversees EMS transport billing company practices and assists the third-party billing company to ensure optimal compensation collections.
  • Oversees daily EMS Operations to maintain a good deployment strategy to assist the duty Battalion Chief.
  • Provides administrative and practical support to the Fire Chief’s Office for EMS delivery.
  • Coordinates all the medical resources and technology that is available to impact upon and continuously improve patient care services for non-emergency and emergency patients.
  • Periodically conducts quality assurance meeting with company leadership positions to review high profile EMS reports.
  • Recommends strategies to improves the delivery of EMS Services.
  • Oversee the review of EMS patient care reports to ensure proper care and treatment and determine areas for improvement if needed.
  • Oversees and ensures that every employee maintains all required licensures and certifications.
  • Develops EMS administrative and operational policies, standard operating procedures, rules and regulations for the Fire Chief’s review and implementation and as required by county, state, and federal agencies.
  • Ensure all EMS vehicles are properly equipped with all required equipment and supplies as required by Georgia DPH.
  • Ensure adequate stock and management of EMS supplies and drugs are maintained.
  • Ensures all narcotic records, policies, and uses are compliant with state and federal regulations as well as the EMS rules and regulations of the Georgia DPH.
  • Establishes and maintains EMS clinical guidelines in compliance with the GEMS Scope of Practice.
  • Represents the department at Regional and State EMS meetings, conferences etc.
  • Coordinates the oversight of the security and record keeping of all drugs ordered and stocked by the local pharmacy.
  • Coordinates with the Medical Director to develop, update and implement EMS protocols.
  • Works with the Medical Director to determine the proficiency and skill levels of EMS licensed personnel prior to performing in a solo status.
  • Maintains frequent and direct communication with the department Medical Director.
  • Oversees the ongoing proficiency of department EMT’s and Paramedics.
  • Develops, reviews, recommends, approves, and implements new EMS service delivery programs.
  • Provides assistance to the Fire Chief and shift commanders (Battalion Chiefs) during their shifts.
  • Oversees evaluating and preparing grants for EMS activities and other department related activities at the Fire Chief’s Direction/Approval.
  • Oversees maintaining compliance with HIPAA and Centers for Medicare and Medicaid Services.
  • Updates all material and training as required by HIPAA and Medicare/Medicaid services.
  • Provides oversight of all medical records and any release of medical records according to policy and federal statute that apply to privacy, HIPAA and Centers for Medicare and Medicaid.
  • Provides Organization Leadership.
  • Investigates and seeks resolution of all medical complaints from patients, hospitals, medical personnel, citizens, and other means related to the direct or indirect medical care or treatment of a patient or non-treatment.
  • Performs firefighting activities as needed or when required.
  • The ability to operate in a constant state of alertness and safe manner.
  • All other duties, functions or responsibilities as may be determined by the Fire Chief that may not be contained in this job description.

Required Knowledge

  • Should have a strong working knowledge and capability to utilize various computer applications such as Microsoft Excel, Word, etc.
  • Ability to navigate and access information on the internet.
  • Must possess considerable knowledge of Emergency Medical Services operations. Must be knowledgeable of applicable laws, ordinances, department standard operating procedures and regulations.
  • Must be thoroughly familiar with HIPAA regulations.
  • Thorough knowledge of and skills with modern emergency medical care methods, equipment, and supplies.
  • Working knowledge of educational methods related to the delivery of EMS education and training.
  • Thorough knowledge of department rules, regulations, and medical protocols.
  • Ability to develop, interpret, and enforce safety rules, and departmental policies and
  • procedures.
  • Skill in the application of principles of emergency medical care to actual EMS situations.
  • Ability to follow directions and lawful orders.
  • Good leadership knowledge and skills.
  • Ability to effectively communicate with subordinate personnel and supervisory personnel.
  • Ability to effectively learn new and modern emergency medical care duties and methods.
  • Excellent communication skills both orally and in writing.
  • Ability to effectively write clear and concise reports.

Operating Guidelines

Operational guidelines include county, state and federal codes, standards and laws, ISO regulations and the Pickens County Fire & Rescue Services Standard Operating Guidelines (SOGs). These guidelines are generally clear and specific but require some interpretation.

Complexity

This position consists of supervisory and technical duties. Emergencies contribute to the complexity of this position.

Scope and Effect

This position is to ensure emergency medical services are adequately provided and delivered to the citizens of Pickens County resulting from fires and other natural and man-made emergencies.

Physical Demands

This position’s work is typically performed while sitting, standing, walking, bending, crouching, or stooping. The employee must occasionally lift light and/or heavy objects, lift stretchers with patients, climb ladders, use tools and equipment that require a high degree of dexterity and the employee must be able to distinguish between shades of color.

Work Environment

  • This position’s work is typically performed inside but occasionally the employee will be required to work in outside weather conditions. The employee may work in environments where the potential exists for sustaining serious bodily harm or possible death in the performance of their duties. The employee is exposed to noise, dust and dirt, machinery with moving parts, heat, smoke, chemicals and occasional inclement weather. The employee is required to use protective equipment and devices. The employee is also exposed to various contagious/infectious diseases while performing emergency medical care.
  • This position is FLSA Exempt with hours worked as required to perform the essential functions of the position. This position requires reporting to work in the event of an emergency. General work hours are based on a schedule of 8:00 AM to 5:00 PM, Monday through Friday (forty (40) hours per week). However, workload, call type and call volume may require working a flexible schedule, as well as nights, holidays, and weekends.

Minimum Requirements

  • Minimum five (5) years of progressively responsible EMS experience and leadership in a career EMS or Fire service.
  • State of Georgia Firefighter Certification via GFSTC.
  • Georgia Driver’s License – Class F or equivalent.
  • Requires a High School Diploma or equivalent.
  • Preferred Associate Degree or higher in Fire Science or EMS Leadership/Management.
  • Any combination of education, training and/or experience, that provide the equivalent knowledge, skills and abilities as determined by the Fire Chief.
  • Pass the department PAT (physical ability test)
  • Must not have been convicted of a felony within the past ten (10) years.
  • Must not have been convicted of DUI within the past five (5) years.
  • Must pass criminal background check.
  • Must provide a pre-employment physical completed indicating fit to performing duty.
  • Certification NPQ Firefighter I
  • Certification NPQ Instructor 1
  • Certification NPQ Fire Officer 1
  • Certification NPQ Fire Officer II
  • EMS Level-1 Instructor
  • Must be of good moral character.
