Reporting to the Vice President for Fiscal Services, the Associate Vice President of Fiscal Services manages the financial services operations for the Pierce College District. This position provides leadership to complex financial functions and supervises exempt and classified employees. The Associate Vice President plans long-range departmental goals and objectives and engages in continuous improvement of departmental services while ensuring compliance with district policies and procedures as well as state and federal regulations. 


This position is responsible for integrity of financial data and ensuring compliance with federal and state laws and regulatory agencies. This work includes preparing for various financial audits and coordinating responses to external requests for financial and accounting information. As the primary financial advisor for all finance and accounting matters, this position will communicate plans to key stakeholders and provide input for district priorities. In collaboration with the VP for Fiscal Services, the incumbent will facilitate the college’s budget process.

The Associate Vice President of Fiscal Services will be responsible for the following, but not limited to:

District Fiscal Services

  • Oversee the district’s day-to-day financial operations and serve as the direct supervisor for the Director of Financial Operations, Student Financials Manager, and Foundation accounting staff.
  • Provide oversight of the accounting, accounts payable, accounts receivable, budget, grants & contracts, payroll, procurement, printshop, shipping & receiving, and travel functions through the Director.
  • Monitor district financial processes.
  • Manage and review the district’s treasury, banking, cash management, investment, risk management, state business functions, reporting, and compliance with Federal and state laws, including Washington State Law (RCW) and Washington Administrative Code (WAC), district policies and procedures, directives from the State Board for Community and Technical Colleges (SBCTC), and applicable GAAP as promulgated by the Government Accounting Standards Board (GASB).
  • Resolve accounting and finance discrepancies and ensure that reconciliation of federal, state, and local funds is routinely accomplished; including financial aid funds, federal awards, state funds, capital project funds, and student accounts.


Reporting and Advisory

  • Serve as a primary financial advisor to the Vice President for Fiscal Services for all finance and accounting matters, and serve as acting Vice President for Fiscal Services when directed. 
  • Prepare executive summaries, reports, and communication plans to inform key stakeholders, the District Executive Team, and the Board of Trustees. 
  • Provide technical and professional input, including forecasting and projections for district priorities.
  • Lead the district’s federal and state disclosure reporting at fiscal year-end closing, ensuring compliance with timelines from the State Board and other State Agencies; including all timelines for business and tax-related activities that are due on a monthly, quarterly, or annual basis.
  • Oversee the completion of Pierce College District financial statements annually in compliance with GAAP and GASB as the final reviewer. 
  • Aid in the preparation of the Pierce College Foundation’s financial statements annually, in compliance with GAAP and FASB in conjunction with the Foundation Accounting Supervisor (Fiscal Analyst 4). 
  • Responsible for the integrity, and compliance with GAAP, of financial and other data provided to the State Board for Community and Technical Colleges (SBCTC), external auditors, and other entities.
  • Work with the Financial Reporting and Compliance Specialist to coordinate audit activities in preparation for key financial audits, including annual Financial Statement Audits, Accountability Audits, the State’s Annual Comprehensive Financial Report (ACFR) audit, the State Board of Community and Technical Colleges (SBCTC) audits, and any other regulatory agency as needed. 
  • Coordinate responses to external requests for financial and accounting information in compliance with requirements such as accreditation, annual IPEDS reporting, grant applications, and other requests. 
  • Serve as the primary audit liaison to the Pierce College Foundation financial statement auditors.


Budget Oversight

  • Work with the Vice President for Fiscal Services to facilitate the college’s budget process, including leading annual budgetary meetings and incorporating projections for revenue collection.
  • Oversee expenditure controls and revenue collections after the approval of the annual budget by the Board, and provide periodic reports on budgetary matters to the Vice President for Fiscal Services, the Executive Team, and the Board of Trustees.
  • Oversee the reporting on appropriations, expenses, and other spending authority provided by the State Board for Community and Technical Colleges, Office of Financial Management, and other agencies.


Policies and Procedures

  • Develop, implement, and monitor annual and long-range departmental goals and objectives, management systems, and work processes that facilitate efficient and effective fiscal operations.
  • Engage in continuous improvement processes for identifying, developing, implementing, monitoring, and revising departmental policies and procedures relating to fiscal operations, including the design, implementation, and periodic review of internal controls over fiscal operations.
  • Ensure that all departmental policies and procedures comply with District policy, procedures, and directives; state and federal regulations; orders and statutes; and collective bargaining agreements.


Leadership and Supervision

  • Provide leadership, management, and direction to complex finance functions and assigned staff in delivering fiscal services throughout the district.
  • Nurture the development of a psychologically safe work environment, model expected professional behavior, coach and mentor staff to cultivate a culture characterized by excellence, collaboration, learning, service, equity, and belonging.
  • Supervise exempt and classified employees, adhering to classified contracts and all district rules and regulations to ensure efficient operations.
  • Support fiscal team members, including prioritizing, directing, developing, and assessing assigned areas.
  • Work to ensure that staff are given opportunities for professional development and adequate training and resources for their assigned roles.


Collaboration

  • Engage with the diverse operations of the district and college leadership to coordinate with the fiscal services department, ensuring accountability of stakeholders and accuracy in accounting, budget, and financial reporting.
  • Work effectively with other agencies or groups necessary to accomplish goals, including SBCTC, the State Auditor, Integrated Post-secondary Education Data System (IPEDS), Operational Risk Management, and national, state, and local licensing and accreditation agencies.


Mission and Values

  • In conjunction with the Vice President for Fiscal Services, aid in reimagining and implementing an updated fiscal services’ mission, vision, values, and guiding principles aligned with the district’s core mission, vision, and values.


Education Required

  • Bachelor’s degree from an accredited college or university in Business, Accounting, Finance, Management, Management Information Systems, or related field.

Experience Required

  • Five (5) years or more experience in progressively responsible administrative or leadership roles.
  • Minimum of five (5) years related experience in finance with responsible experience as a professional accountant, including experience in fund accounting processes and procedures in higher education, government, or a non-profit. Experience includes progressively responsible accounting experience involving the application of advanced accounting principles and theories to an accounting operation and financial statements.
  • Minimum of five (5) years’ experience with Microsoft Office suite, including experience with pivot tables.
  • Minimum of five (5) years’ experience with an educational, government, or non-profit Enterprise Resource Planning (ERP) finance and accounting software system. Peoplesoft experience is preferred. Demonstrated ability to perform business model projections and budget forecasting.
  • Demonstrated leadership skills in fiscal analysis and forecasting, budgeting, finance or management.
  • Demonstrated experience working in a collaborative team environment with diverse employees, including developing and supervising accounting staff and teams. 
  • Demonstrated ability to work closely with administrative colleagues and the academic areas within the organization.
  • Demonstrated knowledge of principles and procedures of governmental accounting and related accounting standards; financial recordkeeping and reporting requirements; COSO internal control environments; and methods of managing accounting systems functions.

  • Knowledge of best practices including, but not limited to: risk management, investment management, contract management, capital project, ethics, and public records.

Terms of Employment

This is a full-time administrative - exempt position. The primary work location will be at Pierce College, Fort Steilacoom campus. Frequent travel to Pierce College campuses or other sites may occur. Standard work hours are between 8:00 am to 5:00 pm, Monday through Friday, with occasional evening and weekend hours required. This position requires regular and consistent attendance.  


Salary & Benefits

The salary range for this position is $127,027.00 - $157,162.00 annually. The salary will be determined based on the candidate's qualifications and related experience. Typically, new hires start no higher than $132,320.00/year, based on Pierce College's Administrative/Exempt Compensation Plan.
