Reporting to the Fiscal Budget Manager, the Budget Analyst 3 is a senior level budget analyst. The incumbent will maintain and reconcile budgets for capital projects, ensuring capital contracts are allocated properly and initiating corrective action when needed. Work will involve daily monitoring of revenue and expenditures against approved budgets via electronic reporting systems. The Budget Analyst 3 will provide guidance and direction to department leaders throughout the district in regard to finance policies and procedures while ensuring compliance with applicable college and state guidelines. Further, the incumbent will support the annual fiscal year budget process by developing and maintaining tools to assist in budget forecasting. Capital Budget Maintenance and Reconciliation:
- Provides consultation to directors, project managers, and other college leadership with regard to Department of Enterprise Services and State Board for Community and Technical College (SBCTC) guidelines; aids in reconciling and tracking the status of budgeted program funds.
- Ensures compliance with District, Office of Financial Management (OFM) and SBCTC policies and procedures by tracking revenues and expenditure activity by program; communicates unusual activity, completes budget revisions and provides recommendations for other appropriate corrective actions.
- Communicates with SBCTC regarding legislative allocation processes to maintain fund balances and cashflow ensuring timely expenditures per OFM regulations and policies.
- Communicates with Director of Fiscal Operations and Facilities and Operations to ensure fund sources are available and have been identified prior to C-8 forms being submitted for approval to SBCTC.
- Ensures contracts are allocated to the proper capital allotments and expenditures regarding capital funds are recorded in the correct fund and appropriation.
- Ensures that allocations are not overspent and/or over-committed; initiates corrective action in coordination with Facilities and Operations and the Director of Fiscal Operations. This includes working with external partners to ensure contracts are being administered properly.
Budgetary Accounting & Reporting:
- Maintains an electronic reporting system to measure expenditures and revenue against approved budgets on a daily basis.
- Maintains Vendor ledger with changes to costs.
- Tracks encumbrances by chart string and use a guide to contract closure discussions and funding redistribution if needed.
Budget Processes Coordination and Support:
- Provides support in the development and maintenance of materials used for the preparation of the fiscal year budget requests.
- Maintains spreadsheets for individual program directors, predicted changes to programs, salary/benefit projections.
- Participates in District Budget Committee to provide additional information as requested by leadership.
Policies & Procedures/Communications & Relations:
- Provides guidance, direction, and training to program specific departments on finance policies and procedures to enhance district effectiveness and customer service; including external partnership processes regarding public works.
- Provides program directors, and those authorized to expend and track budgets, with advice and instruction regarding features and use of available reports, budget development techniques, calculation/estimation of costs, and budget monitoring strategies using reports and ctcLink.
Teamwork:
- Participates with and serves as backup for other Fiscal Services activities, including but not limited to: mailing of Refund, Accounts Payable, Payroll, and Financial Aid checks.
- Completes special projects as assigned by the Fiscal Budget Manager, and the Director of Fiscal Operations.
- Serves as required, or as necessary, on various committees throughout the district.
- Other duties as assigned.
Qualifications:
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
The qualified candidate will have 1 or more of the following experiences and/or education:
Required Education:
- Bachelor's degree or a combination of equivalent education and/or experience.
Applicable Coursework include:
Finance| Accounting | Business | Statistics | or Related field
Education to Experience Equivalences:
Associate Degree = 2 years | Bachelor’s Degree = 4 years | Master’s Degree = 5 years
Required Experience:
- Two (2) years' experience working with governmental, higher education, or non-profit budget coding systems
- Two (2) years' experience monitoring expenditures and reconciling funds and accounts.
- Experience working with an Enterprise Resource Planning (ERP) accounting system and the Microsoft Suite of products (Word, Excel, Outlook).

- Excellent time management and prioritization skills to manage District resources and meet specific deadlines.
- Strong written and oral communication skills, including the ability to explain administrative, financial, and budget issues to non-financial managers including faculty, students, and staff.
- Ability to think, reason, and make sound judgments on how responsibilities are completed in compliance with college standards and guidelines.
- Strong positive interpersonal skills including the ability to work collaboratively, work effectively across organizational lines, and create and nurture a safe, bias-free working environment which engenders respect for all individuals and for their differences.
