Position Summary
Why It's a Great Opportunity : As a seasoned engineering leader, you will be responsible for the management of the Transportation Improvement Section. You will be responsible for the coordination and supervision of projects that impact transportation across all of Pierce County. As the Engineering Manager for the Section, you will provide guidance to engineers within our engineering teams and serve as the engineering technical authority. You will guide your teams engineering projects, deliver timely and reliable professional support, and ensure project completion is as planned. You and your teams' work will have immediate impact on Pierce County residents and their mobility.

How to be Successful in the Role : Your success will come from a high level of involvement with the multiple teams involved in delivering transportation projects across the County. To do so you will evaluate and develop strategies in existing processes to identify areas for improvement while maintaining outstanding project and team management. Your expertise, strategic leadership, and project management will help you and your teams be successful.
Your Future in this Role : You will have the opportunity to work with the Department Director, County Engineer, and other stakeholders to develop plans and programs that address the county's future needs. Core Daily Responsibilities :
- Manage, supervise, and coordinate activities of the unit; determine work procedures, prepare work schedules and determine methods for expediting workflow. Ensure consistent interpretation and application of laws, rules, policies, and procedures.
- Manage special project assignments; consult with staff on issues pertinent to the effective functioning of the section.
- Manage the resources of several teams through acceptable methods of planning, forecasting, review, feedback, and control.
- Provide leadership and direction in the administration of operations; delegate authority to professional personnel commensurate with assigned responsibility; ensure proper performance.
- Train and educate staff on criteria and standards of section / division. Provide engineering guidance to staff and make engineering recommendations to the County Engineer.
- Assist in developing recruitment and selection processes for technical and professional level positions.
- Conduct performance evaluations and develop performance measures and standards.
- Investigate grievances involving subordinates and recommend resolution; recommend promotional and disciplinary action; approve leave requests and overtime; provide adequate coverage during staff absences.
- Ensure effective communication with county departments and staff to facilitate and ensure adherence to policies and procedures.
- Participate in the preparation of the departmental budget and responsible for the allocation of funds within the appropriate budget areas. Make decisions on budget matters and cost control and monitoring.
- Coordinate Section activities with other governmental agencies. Ensure County compliance with state and federal regulations including technical and policy coordination with outside agencies.
- Participate in establishing and revising the Division goals and objectives.
- Oversee the development, implementation, and management of Division project management systems; determine complexity of projects and assign responsibility.
- Plan capital improvement programs for the department; integrate programming and operations with other departments; coordinate and monitor programs in accordance with overall county goals and objectives.

Telecommuting : The work associated with this position can be performed with a mix of telecommuting and onsite work / meetings, as influenced by business needs. Employees will have access to a shared workspace at a Pierce County facility and a flexible work schedule will be agreed upon in advance. Employees must reside in Washington state and within a reasonable distance to their Pierce County worksite to respond to workplace needs and reporting requirements.

Vacation (Annual Leave)
After approximately six months, employees receive six days of vacation leave.
Since we value your experience, the amount of vacation you can accrue increases the longer you work with us. Vacation accrues on a bi-weekly basis for full-time employees as follows :

Some full-time employees are entitled to eleven paid holidays as follows :

Personal Holidays :
Regular full-time and regular part-time employees, and employees occupying limited duration positions, shall also receive two additional paid personal holidays. Paid personal holidays shall only accrue for those employees on County payroll as of January 1 of each year or the first work day following January 1 and must be taken during the calendar year in which it was accrued.
Furlough :
Some Pierce County employees may be designated to receive 10 "furlough" days per year in lieu of holidays. Furlough days are available for use on January 1 and must be scheduled and taken within the calendar year. Employees who leave employment with Pierce County must reimburse the employer for used furlough days based upon the number of remaining holidays.
Sick Leave :
Sick leave accrues on a bi-weekly basis, at the rate of one day per month.

Retirement and Deferred Compensation :

Employees also have the ability to participate in the Nationwide Deferred Compensation Plan. This is a supplemental retirement savings program that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
