We are conducting a search for a seasoned, knowledgeable and well-rounded risk professional. We are seeking a proven leader with exceptional communication skills and a track record of success in risk program management. The person selected will manage a small but dynamic team located at our headquarters in Lakewood, Washington.

The ideal candidate has a deep understanding of the importance of taking a holistic approach to the agency's exposure to risk. Reporting to the Chief Administrative Officer, this position leads in the development of Risk Departmental goals and objectives:

  • Oversees insurance, self-insurance, claims settlement, and workers' compensation.
  • Coaches, supports and leads staff to include the delivery of meaningful performance evaluations, coordinating training and implementing hiring, discipline and termination procedures.
  • Advises Agency leadership on issues and policies as related to risk.
  • Provides oversight and evaluates service delivery methods and business processes.
  • Prepares, reviews and presents reports, analysis, informational updates and special projects.
  • Attends and participates in professional group meetings and stays abreast of trends, technology, and innovations in the field of risk.

Pierce Transit employees participate in the Washington Public Employees’ Retirement System (PERS) administered by the Department of Retirement Systems (DRS). Employees must elect to participate in PERS Plan 2 or PERS Plan 3. Employees who have participated in the Tacoma Employee’s Retirement System (TERS) may elect to continue to participate in that system.

Employees in the PERS system do not pay the 6.2% Social Security tax but are still responsible for a 1.45% payment for Medicare.

Pierce Transit offers $5,000 per year (up to a total of $18,000) in Tuition Assistance after your one-year anniversary. Certifications, and career skills must be connected to a job at Pierce Transit.

Pierce Transit provides an ORCA Card benefit for each employee and a family member. This benefit provides free access to service on Pierce Transit, Sound Transit, Community Transit, Everett Transit, King County Metro, Kitsap Transit, Seattle Monorail, Seattle Streetcar, King County Water Taxi and Kitsap Foot Ferry.

PAID LEAVE:

Full-time Pierce Transit employees receive 11 paid holidays, 2 personal paid holidays, eligibility to earn 2 wellness days, 6 days of major sick leave, and 22 days of paid time off (PTO) per year. PTO accrual rates increase per policy.


Essential Functions

The following functions are not intended to serve as a comprehensive list of all duties performed in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties:


  • Manages, plans, and organizes the agency’s Risk Management programs including insurance, self-insurance, claims settlement, and workers’ compensation.
  • Advises agency leadership on issues and policies relevant to areas of responsibility.
  • Supervises assigned staff.
  • Ensures Agency compliance with federal, state, and local requirements related to risk insurance, safety, federal regulations, municipal liability and contractual risk transfer.
  • Manages and administers insurance, risk and loss control and prevention compliance for the Agency. Establishes an Agency-wide structure for integrated risk management (IRM), where loss data is collected and maintained, line managers and executives understand risks, and the Agency works cross-functionally to reduce losses
  • Develops and implements Agency-wide policies specific to loss control and prevention, safety, risk management, workers’ compensation and claims administration.
  • Assures Agency compliance with local, state, and federal requirements on workers' compensation, insurance and tort liability.
  • Assures specific compliance with Federal Transit Administration (FTA) regulations related to paratransit service.
  • Represents the Agency in risk pool governance, protects Agency’s interests in the pool and ensures sound financial stewardship of pool resources.
  • Trains, supervises, and evaluates the performance of assigned personnel; counsels and disciplines employees as appropriate; provides staff development opportunities; interviews and recommends personnel for selection.
  • Selects, awards, and monitors vendor contracts.
  • Manages assigned budget, monitors and controls expenditures.
  • Reviews Agency contracts and agreements for risk transfer and insurance provisions that adequately protect Agency assets.
  • Reviews, analyzes, and advises Agency regarding proposed legislation and court decisions related to insurance and serves as FTA point of contact.
  • Works safely and cooperatively with co-workers and the public.
  • Displays regular and consistent attendance.
  • Performs related work as required.

Qualifications

Minimum:

  • Bachelor’s degree in business administration or a related field and
  • Five (5) years of increasingly responsible experience in insurance and risk management in a lead or supervisor capacity to include workers' compensation, tort, and insurance.
Desired:
  • Risk management experience in a public sector setting.
  • Risk management experience within the transit industry.
  • Specific training and/or certifications related to risk management.

  • Federal, state, and local laws, rules, regulations, and requirements regarding workers’ compensation, ADA, Title VI, and FTA regulations
  • Insurance, loss prevention and risk management best practices, theories, and principles

Licensing, Certifications, and other Legal Requirements

  • Individuals must pass a background check.

Physical Requirements

  • The position involves sedentary work, such as exerting up to 10 lbs. of force occasionally, a negligible amount of force frequently, or constantly having to lift, carry, push, pull or otherwise move objects.
  • Involves sitting most of the time, with common physical demands involving desk or office related work.

Working Conditions

  • This position works in an office environment relatively free from unpleasant environmental conditions or hazards.
  • May be required to attend after-hour meetings and respond to after-hour calls.

Education
Any required education must come from an accredited college or university whose accreditation is recognized by the U S Department of Education or the Council for Higher Education Accreditation (CHEA) or foreign equivalent.
