Job Description for Compliance and Employee Support Specialist

System Mission: To create a culture of intellectual curiosity where all students have ownership over their learning and are inspired to think, innovate, and create.

LOCATION: Pike Road School District

REPORTS TO: Superintendent/Deputy Superintendent/CSFO

FLSA STATUS: Exempt

TERMS: 240-day position paid in accordance with board-approved salary and supplement schedule.

JOB GOAL:

  • Evaluates, plans, implements, and monitors district-wide compliance programs, federal and state, policies, and procedures that promote a culture and climate that fosters a supportive, ethical, and compliant environment.

  • Functions as an independent and objective body that reviews and evaluates compliance issues/concerns within the organization; monitors and evaluates efforts to meet requirements under federal and state laws/policies.

  • Advises the Superintendent, Board of Education, and district/school administration on all aspects of regulatory compliance and other legal issues relating to the management of the district ensuring that appropriate records are maintained.

QUALIFICATIONS:

  • Master’s Degree in educational administration/instructional leadership, or related field required.

  • Valid Alabama administrator certificate required.

  • A minimum of five (5) years teaching and/or administrative experience.

  • Ability to meet the suitability criteria for employment and/or certification/licensure under the Alabama Child Protection Act of 1999 and Act No. 2002-457.

  • Possess and maintain a valid driver’s license

  • Ability to plan and organize effectively.

  • Demonstrated proficiency in oral and written communication skills.

  • Effective interpersonal skills, with an emphasis on communication and collaboration with a wide variety of people and groups, including, but not limited to, learners, lead learners, staff, parents, and community members.

  • Knowledge of school law, Board policies, and school system regulations.

  • Experience in public school personnel management and knowledge of policies and procedures required.

  • Ability to use and facilitate the use of technology to communicate, manage data, and produce/submit required reports, correspondence, and/or financial information.

  • Such alternatives to the above qualifications as the Board may require.

PERFORMANCE RESPONSIBILITIES:

Compliance:

  • Provide policy information, guidance, and advice to the Superintendent, the Governing Board, management, and other staff on how to maintain an ethical and compliant culture in all district programs and activities; develop and periodically review and provide suggestions for updating district policy to ensure currency and relevance in providing guidance to management and employees.

  • Respond to alleged violations of rules, regulations, policies, and procedures by evaluating and/or recommending the initiation of investigative procedures; assist in the investigation and resolution of such complaints in incidents involving staff and/or students in accordance with state, federal, and district policy.

  • Act as an independent review and evaluation body to ensure that compliance issues within the organization are being appropriately monitored, evaluated, investigated, and reported (EEOC, ADA, Sexual Harassment, Title IX) for all state and federal compliance laws.

  • Assist Human Resources in the investigation and resolution of complaints of non-compliant behavior involving staff; work with the Deputy Superintendent in matters related to alleged violations of state, federal, and/or district policy.

  • Act as the District’s Test Coordinator for all state and federal required assessments.

  • Collaborate with other departments (e.g., Transportation, Business Office, Human Resources, Student Services, Special Education, etc.) to ensure state compliance guidelines are followed and documented for annual and periodic reviews.

  • Develop, organize, and maintain annual compliance monitoring or required training through various platforms (Compliance Directory, UA SafeState, Cognia).

  • Perform other job-related duties as assigned by the Superintendent.

HR Areas of Focus:

  • Develop, organize, and maintain a database for exit interview feedback and provide the Superintendent with information and justification of departing employees. Analyze data from exit interviews to formulate strategies for increased retention based on feedback.

  • Develop, organize, and conduct high-quality new teacher orientation to involve ongoing support of all new employees during the first three years.

  • Build upon the District’s Teacher Mentoring Program to enhance the support and connection of all teachers and administration involved.

  • Organize and oversee the District’s Sick Leave Bank Committee and guidelines.

  • Maintain Lee vs. Macon documentation and training for all employees.

  • Employee Grievances - Serve as Complaint Resolution Officer for complaints involving staff; initiates investigation and resolves issues involving alleged violations of the Pike Road Schools policies.

  • Maintain accuracy and timely processing of certifications (renewal and initial pathways for certification).

  • Collaborate with various community/Town organizations to promote a positive culture and climate and foster opportunities to enhance the overall environment of the district.

  • Performs other job-related duties as assigned by the Superintendent.

Federal Programs:

  • Coordinate and direct the system’s federal programs.

  • Facilitate communication and collaboration with parents, community agencies, businesses, schools, and state entities to enhance the instructional services provided by federal programs.

  • Assist targeted-assisted schools in the development and implementation of federal programs plans and initiatives.

  • Coordinate activities of federal programs with all instructional programs, grants, and state initiatives to enhance academic achievement at all grade levels.

  • Prepare, monitor, report, and evaluate federal programs’ applications, and inventories in accordance with state and federal regulations.

  • Utilize appropriate administrative strategies and problem-solving tools to make effective decisions regarding planning, utilization of resources, equitable distribution of resources, service delivery, and evaluation of programs.

  • Prepare and coordinate evaluations of various federal programs.

  • Prepare or oversee the preparation of all required reports, proposals, and plans and maintain all appropriate records and documentation of federal programs activities.

  • Facilitate, direct, and/or initiate local school and system advisory committees as appropriate for the various components of federal programs.

  • Attend training sessions, conferences, and workshops as assigned or appropriate to keep abreast of current practices, programs, and legal issues.

  • Assumes other reasonable and equitable job-related duties assigned by the immediate supervisor.

  • Performs other job-related duties as assigned by the Superintendent.

EVALUATION: Job performance will be evaluated in accordance with provisions of the State Department of Education and/or Pike Road Board of Education policy on evaluation of certified personnel.
