ENVIRONMENTAL, HEALTH, SAFETY & SECURITY (EHS&S) SITE MANAGER
 
Role Summary
 
This role continuously improves regulatory compliance to reduce risk and improve viability for Pilot Chemical Company regarding health & safety, environmental, transportation and security compliance. Provide guidance, direct and implement compliance strategies to ensure the attainment of the company's short and long term Environmental, Health, Safety & Security (EHS&S) improvement goals and current written programs. Support and foster the Integrated Management System (IMS) Policy and coach, mentor, and develop a sustainable “Safety First” culture with a focus on risk reduction.
 
Key Responsibilities
  • This is a Safety-Sensitive position, meaning the employee is directly responsible for his or her own safety or the safety of other people. “Safety-Sensitive” roles include “any job that includes tasks or duties that the employer reasonably believes could affect the safety and health of the employee performing the task or others.”
  • Provide leadership for the Pilot Chemical Houston, TX facility in process safety, occupational safety, environmental, transportation, and security related areas through the following dimensions. 
Requirements:
  • Provide support and leadership for all EHSS issues within the facility. 
  • Ensure scheduling and delivery of all EHSS training as required by applicable regulations.
  • Facilitate the timely completion of all site-specific audits, reports and incident investigations.
  • Actively lead the Facility Safety Committee (FSC) and Central Safety Committee (CSC).
  • Develop and implement site specific EHS&S written programs that add to but may not detract from corporate written programs.
  • Responsible for keeping the plant current and in compliance with all EHS&S regulations (including but not limited to Clean Air Act, RCRA, Clean Water Act, DHS, DOT, etc.).
  • Schedule or self-perform activities like HAZWOPER, fit testing, lift plans, excavation checklists, Job Hazard Assessments (JHAs), etc. 
  • Responsible for maintaining the OSHA 300 log and accountable for maintaining and completing the site’s Compliance Calendar requirements.
  • Develop competency with the EHS software tools available, e.g., IIT, CAPA, MOC, contractor/visitor training, etc.
  • Function as the primary point of contact for the facility regarding any significant events at the plant. A significant event may include a chemical release, truck accident, employee injury, etc.
  • Responsible for ensuring compliance with the Responsible Care® Management System including assisting in the implementation of policies and procedures, assigning responsibilities and tracking progress.
  • Responsible for plant regulatory engagement through participation with local safety councils, trade associations and regulatory/legislative contacts.
  • Improve overall compliance with the Contractor Safety Program.
    • Includes oversight of the ISNetworld to ensure contractors working at our locations have an A or B grade.  May include assisting local Pilot Contact to improve a contractor’s grade.
    • Work with Operations and Project Engineers to guide and audit contractors performing project or repair work, utilizing our safety programs and permits.
    • Participate in the Process Safety Management (PSM) Program to include, but not limited to, Process Hazard Analysis (PHA) and other safety reviews of processes and projects.
    • Continuously improve required Personal Protective Equipment (PPE) and work with engineering to eliminate or reduce PPE required tasks.
  • Coach, mentor and develop the facility’s staff to embrace and live a culture of safety first. 
  • Responsible for timely completion and submission of all plant-level regulatory documentation to local, state, and federal government agencies, not limited to Tier II reporting, Toxic Release Inventory (TRI) reporting, hazardous waste reports, air emission reports and fees, storm water Discharge Monitoring Reports (DMR's), NOX MECT, and other government submissions, as required.
  • Ensure completion of all monitoring and recordkeeping requirements for all current permits including but not limited to Air, Stormwater, Wastewater, and other permit monitoring/recordkeeping requirements. 
  • Responsible for tracking air emissions as applicable along with stormwater and wastewater discharges as required by a state-specific permit. This includes working with plant Engineers and Corporate EHS on forecasting permitting needs and applying for any required environmental permits. 
  • Implement and ensure completion of all recordkeeping requirements and maintain local, state, and federal required written plans, which include but are not limited to Storm Water Pollution Prevention Plan (SWPPP); Spill Prevention, Control and Countermeasures (CPCC), Benzene monitoring program or other required written plans as required. 
  • Oversee the cradle-to-grave management of all waste streams (e.g. hazardous, non-hazardous, and universal waste) including streams that are being used for beneficial reuse. 
Competencies
 
Required:
  • Minimum of a BS degree in EHS, Industrial Hygiene, Science or Engineering.
  • A minimum of 3-5 years of HS&S experience and strongly prefer experience in a chemical manufacturing PSM environment.
  • Demonstrated knowledge of regulations including, but not limited to pertinent Local/State/Federal EPA, OSHA, PSM, DHS and DOT regulations.
  • Proven verbal and written communications skills.
  • Proven training skills and the ability to build / facilitate focused work groups.
  • Team player with proven interpersonal relationship skills.
  • Model our 5 key behaviors of Customer Focus, Empowerment, Quick & Nimble, Innovative and Teamwork & Collaboration.
  • Travel up to 10% of the time.
  • Personal computer skills and knowledge of the MS Office Suite.
Recommended:
  • Advanced course work in EHS, Industrial Hygiene and chemical industry experience.
  • Proven continuous improvement skills.
  • Successful demonstration of leading cultural change.
  • ISO 9001, ISO 14001 and Responsible Care experience preferred.
  • Hazardous materials management certification, certified EHS & Quality Auditor, Certified Safety Professional, Certified Associate Safety Professional and/or Certified Industrial Hygienist.
  • Knowledgeable in the use of root cause and failure analysis tools.
