Essential Functions
HUMAN RESOURCES:
The Clerk of the Court or their designee will determine the desired qualifications for this position at the time of recruitment. Typically:
EDUCATION: Bachelor’s degree from an accredited college or university with a major in public or business administration, personnel, human resources management or related area.
WORK EXPERIENCE: At least eight (8) years of professional experience, five (5) of which were in a managerial or supervisory role in personnel or human resources management, business or public administration or other relevant experience. Five (5) years of responsible experience in training and/or organizational development including coordinating and delivering training and educational programs; OR any equivalent combination of experience training or education.
Preferred Qualifications
Valid and unrestricted Arizona Class D Driver’s License-Arizona Department of Transportation. Failure to maintain this licensure will be grounds for dismissal.
PHYSICAL DEMANDS/WORKING CONDITIONS
Typically performs duties in an office environment.
Lifting of 20 to 30 lbs. is required in some assignments.
DISTINGUISHING CHARACTERISTICS
This is a court-classified position that reports to the Chief Deputy Court Clerk. This position interacts on a regular basis with the Elected Clerk of the Court, Chief Deputy Court Clerk, Associate Clerk of the Court, Directors, staff, court management and employees from other courts/departments, government agencies and the public.

Essential Functions
HUMAN RESOURCES:
- Plans, organizes, and coordinates all activities and services of the Human Resources Division.
- Directs and evaluates the work of HR and training staff.
- Evaluates and monitors the effectiveness of services provided and adherence to personnel rules, policies and procedures.
- Develops, proposes, and as directed, implements policies or policy modifications as set forth by Superior Court personnel policies, Clerk of the Superior Court policies, County policies, and standard human resource practices.
- Analyzes, defines, and establishes human resource goals and objectives for long- and short- term planning.
- Participates in problem solving and makes decisions within scope of authority.
- Provides information, guidance, and education on the interpretation of federal and state court rulings and new legislation regarding employment law.
- Oversees and/or conducts investigations of issues pertaining to harassment, discrimination, performance issues and pending employment litigation.
- Oversees the coordination and communication with legal counsel in employment matters and litigation.
- Serves as a mediator to resolve complaints or grievances.
- Identifies strategies for the development and delivery of programs and services relating to the administration of human resources.
- Participates in local and state level committees, boards, and meetings to coordinate the development and delivery of human resources administration.
- Serves as the liaison with county human resources to administer benefits/wellness programs and process compensation and classification transactions.
- Participates in the recruitment and selection of personnel on behalf of the Clerk’s Office.
- Provides management and special reports as requested or mandated. Responds to the legal requests for human resources related information.
- Plans, develops, directs and oversees all training, education and employee development programs for the employees of the Clerk’s office.
- Identifies needs and develops training programs to meet those needs and various training mandates.
- Assists in the development and preparation of training programs and resources to support the goals of court departments.
- Develops, proposes and maintains annual training plans.
- Approves credit for training programs consistent with Arizona Supreme Court Administrative Guidelines for judicial education.
- Evaluates the effectiveness of training programs and curriculum to enhance effectiveness and value as appropriate.
- May design, develop and deliver group presentations and specialized trainings on select topics.
- May coordinate the development of educational programs with other jurisdictions.
- Represents the Clerk of the Superior Court in meetings, boards, and committees.
- Participates in professional seminars, associations, and training to remain knowledgeable of legal changes or trends that affect the human resources profession.
- Other duties as assigned by the Clerk of the Court, Chief Deputy Clerk, and/or Associate Clerk of Court.
- Participates in statewide and local committees to coordinate planning and establish effective networking systems for efficient use of resources and equipment.
- Ensures that various types of reports, including the Administrative Office of the Courts Annual COJET Compliance Report, are filed timely and accurately.
- Knowledge of the theories, principles and practices of human resources administration in a public employer setting.
- Knowledge of federal, state and local legislation/laws governing human resources management.
- Skill and ability to manage professional and administrative support employees.
- Strong analytical, problem solving, planning, writing, organizational, and mediation skills.
- Ability to communicate effectively with others in a wide range of settings and topics.
- Ability to employ various types of software necessary to properly perform the job responsibilities.
- Knowledge of adult learning and behavioral change theories, training needs assessment, program curriculum development and methods of marketing educational programs.
- Knowledge of current trends and research in the training and development field.
- Knowledge of community organizations and other resources that can support the training endeavor.
- Knowledge of management and administrative responsibilities, including policy implementation.
- Skills to develop and evaluate program goals and training effectiveness.
- Skills in the use of a desktop computer, hardware and software used to make presentations, and word processing and database software to perform administrative responsibilities.
- Ability to communicate effectively with diverse audiences, which include court staff, court management, representatives from other government offices, and the general public.
