Essential Functions:
- Conducts analysis of current business procedures and processes to identify improvement opportunities or align technology and practices to business changes.
- Participates in meetings and leads process mapping and requirements sessions with business owners to understand policies, work procedures, and operational methods and translate those into functional specifications.
- Performs analysis of business processes and business-to-system procedures in support of software development projects.
- Provides in-person services to judicial staff in support of the VIP service-delivery program for onboarding and in response to service tickets.
- Evaluates information systems and operating procedures for efficiency, accuracy and security.
- Reviews current documentation of procedures and interacts directly with customers to determine current, undocumented practices and processes, and validate user requirements.
- Documents data needs such as customer objectives, workflow, decision-making junctions, areas of redundancy in information flow, employee roles, assumptions, and statistics on the work performed.
- Develops new approaches to performing work including where technology and software can support new requirements.
- Writes software requirement specifications in support of recommendations, user needs and program functions.
- Performs project management duties for new system developments/implementations or changes to existing systems or applications which includes identification and management of tasks and task assignment to other team members.
- Determines and recommends improvements in current operating standards and implementation of system changes.
- Develops use cases/test plans/criteria and performs quality control analysis on applications including integration between the software, business processes, and partner systems.
- Develops customer documentation including quick reference guides, user manuals, and training materials in a variety of formats.
- Participates in the planning, developing, scheduling, and delivery of training for court systems.
- Coordinates the bundling and scheduling of code migration changes.
 Minimum Qualifications:
 A Bachelor’s degree with a major in computer science, management information systems, or a related field and three (3) years of experience in business systems analysis or similar responsibilities; OR, any equivalent combination of experience and/or education approved by Human Resources.

PHYSICAL/SENSORY REQUIREMENTS :Â Â
Typically performs duties in an office environment  and may lift materials and/or equipment 20 lbs. or less .  Occasional after hours and weekend hours are required to support system implementations and upgrades. Â

- Participates in special project initiatives.
- Performs other related duties and projects as assigned.

- Project management skills to plan, coordinate, and lead multiple activities and projects, including tracking deadlines and results.
- Skills developing comprehensive use cases and test plans and performing and coordinating software regression testing.
- Skills performing business process analysis and creating business requirements documentation.
- Excellent overall communication skills verbally, in written form, and in delivering presentations.
- Ability to communicate effectively with a wide variety of users including judges, court management, and other team members and stakeholders.
- Ability to work independently and in a team environment.
- Analytical skills to effectively complete issue identification, resolution, and to thoroughly document complex system functionality and data flow models.
- Ability to translate new or modified business needs and requirements from the user community to other IT resources.Â
- Ability to create agendas, lead meetings, and follow-up on action items.
- Ability to provide support for application and system security, create, modify or disable user accounts; verify user security levels, and generate security reports.
