Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification.

This classification manages, directs and participates in the operation of one or more public library branch locations providing traditional and non-traditional library services while managing approximately 20 to 50 intermittent and permanent staff.

Essential Functions :

As defined under the Americans with Disabilities Act, this classification may include any of the following tasks, knowledge, skills, and other characteristics. Work assignments may vary depending on the department’s need and will be communicated to the applicant or incumbent by the supervisor.

  • Plans, organizes, controls, manages, and participates in the operations of one or more department units, including budget and payroll administration and direct strength-based supervision, training, coaching, and assessment of professional and subordinate unit supervisors.

  • Coordinates the maintenance, repair, and modification of assigned facilities with appropriate County departments and agencies and provides onsite supervision to vendors and service providers.

  • Participates in the development and implementation of departmental strategic directions, policies and procedures by identifying community needs using available data (census, demographic, survey, etc.), providing input, creating related plans for assigned division(s), and motivating staff to apply the organization's values and strategic directions.

  • Interprets and ensures compliance with applicable federal state, county and related laws, rules and regulations within assigned division(s) including maintaining appropriate security and confidentiality within assigned division(s); May be required to testify in court.

  • In charge of one or more library units including developing Facility Emergency Action Plan(s), serving as Building Coordinator for assigned division(s), and training staff to implement the plan as well as apply other public health and safety practices.

  • Utilizes conflict management skills to de-escalate unexpected problems or potentially volatile situations, complete associated documentation, and demonstrate effective decision making.

  • Prepares branch or project-specific reports, budget recommendations, and proposals for administrative staff, library-affiliated boards, other departments, and community partners.

  • Serves as committee chair, facilitator, department representative and/or presenter during branch, administrative, departmental, professional association, community, and board meetings.

  • Utilizes and demonstrates understanding of cultural competence, library science, and emotional intelligence to incorporate and support intellectual freedom and community-driven diversity, equity, and inclusion initiatives for staff and the public.

Minimum Qualifications :

Master's Degree in library and information science (MLIS or MLS) from an accredited college or university and five years of professional-level experience performing library work and three years of general supervisory workplace experience.


(Note: supervisory experience may run concurrently with library experience identified above or may be ancillary.)


OR


One year of experience with Pima County Public Library as a Librarian II.

  • Bilingual (English/Spanish read, write, speak).

  • Strong interpersonal skills

  • Use English effectively to communicate in person, over the telephone, and in writing.

  • Experience supervising permanent employees in a public library.

  • Excellent conflict resolution skills.

  • Ability to analyze the community's needs and to plan, develop, and conduct appropriate services.

  • Experience offering customer and informational service to a diverse spectrum of customers of all ages, backgrounds, and socioeconomic statuses.

  • Experience with diplomatically managing multiple commitments to customers, staff, and operations.

  • Project management experience.

  • Working experience training and evaluating subordinates.

  • Excellent organizational and logistical management skills.

  • Outstanding attention to detail and experience delivering work to the highest standard.

  • Is adaptable and responsive in a rapidly changing work environment (e.g., back-up storytime librarian, work schedule adjustments).

  • Experience utilizing technology (especially Microsoft Office, digital downloads, PC troubleshooting skills).

Selection Procedure :

Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Licenses and Certificates :  Valid driver license is required at time of application.  Valid  AZ  driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record.  

Special Notice Items : The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County. Â Some positions may be required to work rotating shifts, including nights and weekends. Some positions may require bilingual abilities in English and a second language, as determined by the department head.

Physical/Sensory Requirements : Physical and sensory abilities will be determined by position. Â

Working Conditions: The Librarian III works primarily in a public library environment serving diverse populations. Regular, daily attendance is an essential function for this position. Librarian III works rotating shifts including nights and weekends. Other working conditions will be determined by position.
