Pima County Emergency Eviction Legal Services (EELS) provides legal counsel, emergency housing and other services to low-income Pima County tenants. Operating under the Community and Workforce Development Department, EELS Emergency Housing staff provide support to shelter residents to enable a successful transition to sustainable long-term housing. Staff connect residents with job assistance, housing options, and other community resources as appropriate and work closely with other community agencies and organizations.Â
This position supports all facets of daily shelter operations to include front desk management and client intake, occasional shelter housekeeping and other duties as assigned. This position may be responsible for conducting new resident orientations and ensuring the safety and security of the shelter and residents by enforcing house rules and conducting room inspections. This position requires working a schedule including weekends and occasional holidays.
This is a grant-funded position ending in June 2026.
Essential Functions :

Participates in the day-to-day operational and support activities of a functional program or work unit within the Community & Workforce Development Department;
Provides direct services urgently and compassionately to Community & Workforce Development clients, which may include working with clients via phone, email, online, or in person;
Assesses the needs of community members and provides guidance on appropriate resources based on individual needs;
Matches qualified candidates with resources, coaching, or support related to employment, education, or financial assistance;
Represents the program or work unit at community events and in meetings with County personnel and/or community partners;
Provides administrative and other support essential to the completion of program or work unit objectives;
Communicates with and participates in program activities in coordination with other County departments and community partners;
Provides input to management in the development of program goals and objectives;
Manages and maintains records of program participants and their progress;
Responsible for other duties as assigned in support of the overall goals and functions of both the Community & Workforce Development Department and Pima County.
Minimum Qualifications :
Associate’s degree from an accredited college, university or technical school in management, public or business administration or a field related as determined by the department head at the time of recruitment.
(Relevant experience and/or education from an accredited college or university may be substituted.)
OR:
One year of experience with Pima County as a Community & Workforce Technician I or II or similar Pima County position, as determined by the department head at the time of recruitment.

Experience working in an overnight homeless or transitional shelter environment.
Experience working with diverse individuals in a customer-facing position.
Experience with/knowledge of housing, workforce development and community health resources.
Experience with/knowledge of crisis intervention and de-escalation techniques.
Experience with/knowledge of accurately recording required client information while maintaining confidentiality.
Minimum three (3) years of experience using Microsoft Office Suite applications (Word, Outlook, Teams, and Excel), case management systems, and databases.
Bilingual (English/Spanish).
Experience with/knowledge of ordering and managing inventory, supplies, and equipment.
Selection Procedure :
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Licenses and Certificates :  Valid driver license is required at time of application.  Valid  AZ  driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record.   Â

The County requires pre-employment background checks.
