The Prosperity Initiative team is hiring! We’re a small team with an important mission: we’re focused on reducing generational poverty in Pima County. Those with a background in program evaluation or public policy analysis are especially encouraged to apply.Â
The successful candidate will be the team’s subject-matter expert in the management and interpretation of quantitative data. The incumbent will work with internal and external collaborators to identify and interpret population-level indicators available from national, regional, and local sources. They will also provide support for the development of tools to evaluate program performance and effectiveness. The ideal candidate will have at least one year of professional experience working with U.S. Census data, and will be a proficient Excel user. As the Research Analyst Manager, you will also effectively communicate results to other research specialists as well as people who are not familiar with the technical details of data analysis. Your days will include tasks such as:Â
Developing data management plans and data-sharing protocols.Â
Facilitating meetings focused on topics related to areas of responsibility, including coordination of data sharing or data use between organizations or departments.
Helping to support the administrative needs of the overall project (scheduling meetings, organizing files, and other tasks as assigned).
Contributing to problem-solving discussions with team.Â
Cleaning large datasets.
Combining datasets from various internal and external systems.
Extracting variables of interest from existing datasets.
Reporting findings derived from analysis of U.S. Census data.Â
Disaggregating and reporting findings by demographic and geographic variables.
Producing exploratory data analysis results.
Calculating and reporting descriptive statistics.
Working with internal and external partners to develop data-sharing protocols.Â
Developing data visuals.
Monitoring data dashboards.
Providing summary interpretation as needed, and upon request.Â
Attending meetings and providing input regarding data needs or availability of relevant datasets.
Regularly sharing insights with supervisor and coworkers.

Essential Functions:

Designs, develops and manages comprehensive studies and research projects using appropriate research methodologies and procedures;
Develops and manages evaluation projects for programs and initiatives being implemented by the county;
Manages and supervises the research and evaluation team members and the work they perform;
Consults with and advise management regarding policies and the implications of research findings;
Plans, designs, collects and analyzes data for comprehensive statistical reports;
Analyzes and interprets data to be able to make solid recommendations to management.
Prepares complex technical reports in support of analytical findings of special research projects and studies at the direction of management.
Provides technical assistance and consultation in the implementation of new programs to include program designs based on evidence-based practices;
Researches complex and politically sensitive issues and makes recommendations to management;
Assists management and grant writer in the preparation and writing of research proposals for new funding sources
Minimum Qualifications :
Bachelor’s degree from an accredited college or university with a major in public administration, business administration, statistics or a related field AND four years of experience in applied research, statistical or analytical work.Â
(Relevant experience and/or education from an accredited college or university may be substituted.)
OR:
Four years as a Research Analyst II or four years of experience in applied research, statistical, analytical work or similar work.

Preferred Qualifications : (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):
Undergraduate and graduate degrees from an accredited college or university in a field providing familiarity with quantitative data analysis and reporting.
Minimum one (1) year of working with census data in a professional capacity.
Minimum two (2) years of experience or educational equivalent using quantitative data for purposes of evaluating program progress and achievements.
Minimum two (2) years of experience using Microsoft Excel and/or R (Project for Statistical Computing).
Minimum one (1) year of experience writing memos and other communication in a professional setting using standard written English.
Selection Procedure :
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.
Licenses and Certificates :  Valid driver license is required at time of application.  Valid  AZ  driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record.  
Special Notice Items : The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County. Â Some positions may be required to work rotating shifts, including nights and weekends.
