Pima County Department of Transportation (DOT) is actively seeking an experienced Survey Manager to join our Construction Monitoring team.
Responsibilities of the position include leading the Pima County land surveying staff as well as working on a variety of projects and tasks for DOT and other departments within the county. The Survey Manager strategizes, plans, organizes, controls, manages, and actively participates in professional land surveying activities in alignment with, and support of, the statutory requirements of the County Engineer and land surveying needs throughout Pima County.

Bachelor’s degree from an accredited college or university with a major in civil engineering, architecture, planning, landscape architecture, or a related field as determined by the department head at the time of recruitment AND four years of professional land surveying experience plus two years of supervisory experience, which may be concurrent with the required professional experience.

Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record. Failure to maintain the required licensure shall be grounds for termination. Registration as a Professional Land Surveyor in any state is required at time of appointment. State of Arizona registration must be obtained within six months of appointment. All positions require a valid Arizona Class D driver license at the time of application. Failure to obtain/maintain the required licensure/registration shall be grounds for termination.

- Plans, organizes, controls, manages and participates in professional land surveying activities in the Department of Transportation and provides professional services to other county departments and a variety of outside agencies in support of the statutory requirements of the county engineer;
- Provides professional land surveying services to other County departments and various external agencies, including, but not limited to reviewing, commenting, and approving all written property descriptions and construction plans submitted to the County that may impact County-owned or -controlled properties, such as rights of way, parcels, and use easements;
- Reviews and coordinates with the Real Property Department on all Legal Descriptions prepared for Pima County use;
- Reviews and provides comments on design plans for new projects, improvement projects, and maintenance projects;
- Develops, negotiates, and administers multiple professional land survey services contracts, including contracts for aerial photogrammetric surveys in conformance with procurement policy and procedures;
- Maintains coordination and communications with other county departments regarding survey needs including administering scope and fees for outside survey consultant contracts;
- Develops and maintains the official Pima County land survey records;
- Serves as technical resource on development and implementation of geographic information system (GIS) projects, and related policy and procedures;
- Reviews and certifies compliance with quality assurance regulations section staff and contracted survey work;
- Supervises, trains and evaluates professional, technical and support staff;
- Supervises highly complex or sensitive land surveys and resolves difficult technical problems for assigned survey crews;
- Supervises, participates in and approves the reduction and recording of survey field notes;
- Maintains or ensures staff maintenance of security and confidentiality of information created or encountered in the performance of duties;
- Testifies as an expert witness on survey-related matters in lawsuits brought by the County, outside agencies, or individuals;
- Provides support to the Division Manager regarding the survey section budget.
