Perform professional engineering work of considerable difficulty supervision and/or managing the stationary (industrial facilities) permitting sources and source-inspection sections of the Air Quality department, ensure that all industrial facilities in the county are in compliance with local, state and Federal regulations accomplished by crafting facility-specific permits that list requirements, conduct site-inspections and report findings.
Typical Classification Essential Duties:
Review and critique Air Quality permit applications to reconcile chemical, thermodynamic and mechanical operations and activities with estimated emissions and projected emissions.
Draft technical support documents summarizing facility operations and emissions.
Draft permits identifying applicable requirements, defining emission and operational limitations, and defining compliance monitoring requirements.
Identify and analyze relevant legal and regulatory requirements, including NSR, PSD, and Title V requirements.
Review test protocols and reports
Review and assist with inspections and compliance reports to ensure that regulatory requirements are achieved and track completion of inspections and appropriate reporting to other agencies.
Conduct facility visits to advise and provide direction on compliance or permitting issues.
Conduct outreach presentations to educate sources about permitting and compliance.
Assist in economic development efforts by providing timely and accurate information to potential applicants.
Develop and implement a staff-training program, train other employees, and/or monitor the work produced by other employees.
Maintain on-going working relationships with other regulatory agencies.
Respond to public inquires.
Participate in public hearings regarding proposed permits.
Participate in the rulemaking process for rules that affect permitting, including PM10, ozone and New source Review (NSR)
Assist in directing and development and implementation of policies and procedures.
Assist in directing and implementation of department plans and programs and managing all operational/technical functions.
Represent the Director in high-level meetings with County management, the Board of Supervisors, and outside agencies as well as act in the Director’s absence.
Provide outreach and education programs for the community on air quality issues.
Review work of assigned staff for work quality and timely accomplishment of assigned duties and responsibilities.

Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.
Perform other related duties as required.
- Bachelor's degree in Environmental Management, Physical Science, Engineering, or related field.
- Five (5) years of environmental work experience including two (2) years of supervisory experience.
- Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
- Valid Arizona State Driver's License.
- Knowledge of the principals and techniques of administrative management including organization, planning, staffing, training, budgeting, and reporting.
- Knowledge of computer operations and applications.
- Knowledge of principals of technical record keeping and records management.
- Skill in initiating, coordinating, and directing environmental quality program services and functions..
- Ability to work independently to complete daily activities according to work schedule.
- Ability to communicate orally and in writing.
- Ability to prepare and maintain reports and records.
- Ability to establish and maintain effective working relationships with employees, other agencies, and the public.
The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. The work also requires the ability to balance, climb, feel, finger, grasp, handle, reach, perform repetitive motion, kneel, lift, pull, push, hear, speak, stand, walk, operate motor vehicles and/or heavy equipment, and demonstrate mental and visual acuity.

The hiring salary for this position is dependent upon experience, qualifications and position funding; starting salaries above the midpoint require additional approval.
