JOB SUMMARY
Manages the Building Safety Division, Examine the complex commercial, industrial, and residential building plans to assure compliance with building and safety codes, interpret building and safety codes and Building Safety Department (BSD) policy objectives, and provide assistance to the public with building code and permitting questions under general supervision. TYPICAL CLASSIFICATION ESSENTIAL DUTIES:
- Complete employee performance appraisals
- Fire Code Official for the unincorporated areas of the County
- Examine complex commercial, industrial, and residential building plans and documents and specifications and assure the building design and construction documents comply with the building and safety codes.
- Interpret building and safety codes and Building Safety Department (BSD) policy objectives in addition to complying with Federal, state, and regional building, housing, and technical codes and regulations.
- Assist the Department Director with technical decisions and communications with design professionals and the public.
- Identify technical issues and suggest solutions.
- Provide assistance to the public with building code and permitting questions.
- Attend community and planning committee meetings to represent the BSD.
- Assist the Department Director in planning and managing daily activities and assist with official interpretation of County codes, policies, and department procedures.
- Provide technical assistance to designers, contractors, developers, and the general public.
- Assist customers with plan review and plan and permit submittals and answer building code and procedural questions.
- Coordinate work with other County departments on code issues and plan coordination efforts.
- May serve as a Lead and provide input and guidance to the department Director on performance appraisals.
- Maintain absolute confidentiality of work-related issues, customer records and restricted County information.
- Perform other related duties as required.
POSITION SPECIFIC DUTIES:
Incumbent may:
- Plan, direct, and coordinate the functions of the Building Safety Division to ensure that goals and objectives are accomplished within prescribed time frames and funding parameters.
- Manage the daily operations of the Building Safety Department by meeting with direct reports to respond to inquiries and provide direction.
- Respond to public inquires through various medium sources to address technical codes, construction and compliance issues.
- Review and analyze building, electrical, mechanical, plumbing technology, current codes, and trends.
- Investigate code violations and complaints and complicated construction and legal issues.
- Consult with other County officials on wide ranging administrative, executive, and policy matters with regard to County and State code enforcement programs.
- Participate in projects and committees related to local and statewide education and interpretation and application of codes.
- Consult with professional groups in the areas of construction, engineering, architecture, and codes.
- Develop long range plans for future development of the department.
- Formulate departmental policy and procedures in relation to County guidelines.
- Identify the need for changes, refinements, and modifications to the building codes and ordinances and make recommendations to Administration and the Board of Supervisors.
- Monitor departmental activities for efficiency and effectiveness.
- Plan, direct, and coordinate departmental activities for engineering plan review, construction, inspection, permit issuance, and administration.
- Resolve conflicts of interpretation between staff members, contractors, architects, and the public.
- Review Federal, state, city and other code programs as well as contacting appropriate agencies to prevent conflict or duplication in compliance.
- Review new and special engineering and construction techniques.
- Bachelor’s degree in Business or Public Administration, Management, Engineering, Architecture, or closely related field.
- Five (5) years of plans examination, architect, engineer, building inspector, or contractor experience, with three (3) years of supervisory experience.
- International Code Council (ICC) Building and Residential Code certification is required.
- Certified Building Official certifications are required within one (1) year of hire.
- Valid Driver’s License and Arizona State Driver’s License within 30 days of hire.
- Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
- Knowledge of modern principles and practices of building design, construction, and equipment.
- Knowledge of building and energy codes, zoning ordinances, and state laws concerning inspection enforcement activities.
- Knowledge of Federal, state, and regional building, housing and technical codes and regulations.
- Knowledge of building construction principles, practices, materials, and methods.
- Knowledge of current and evolving trends in building technologies and construction methods.
- Knowledge of administration, budgeting, and program management.
- Knowledge of principles and practices of effective supervision.
- Knowledge of principles and practices of leadership and management.
- Skill in interpreting building plans and specifications.
- Skill in using management techniques and practices.
- Skill in developing organizational goals and objectives.
- Skill in interpreting building and safety regulations and comparing them with plans, maps, and technical specifications.
- Ability to provide advice and consultation on compliance requirements.
- Ability to create highly effective public and customer service teams.
- Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
- Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management or public groups.
- Ability to work with representatives of other state and regional planning agencies to address and resolve technical issues.
The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. The work also requires the ability to finger, reach, perform repetitive motion, stand, hear, speak, walk, operate motor vehicles and/or heavy equipment, and demonstrate mental and visual acuity.

The hiring salary for this position is dependent upon experience, qualifications and position funding; starting salaries above the midpoint require additional approval.
