Based upon your direct experience and background, a salary offer will likely be presented to you within this range. Since every duty associated with this classification may not be described herein, employees may be required to perform duties not specifically spelled out in this classification description, but which may be reasonably considered to be incidental in the performing of their duties just as though they were actually written out in this description.TYPICAL CLASSIFICATION ESSENTIAL DUTIESProvides leadership and direction to court security personnel, assigned to the Superior Court and Justice Courts located throughout Pinal County, for interpretation and successful implementation of policy, procedures, goals, and objectives.Represents the Court as security liaison and coordinator with local, regional, state and federal emergency services agencies; develops emergency response policies and procedures in order to coordinate the Court emergency response.Coordinates Court crisis management relating to emergencies such as fires, bomb threats, riots, shootings; coordinates threat assessments with local and/or federal law enforcement agencies, as appropriate to the situation.Develops and implements security and emergency preparedness programs, policies, plans, training, and drills.Collaboratively develops and administers long- and short-range security plans; develops and maintains security policies and procedures to accomplish objectives.Implements successful command and control of situations through the use of defensive tactics, techniques, skills, and defensive weapons to achieve the effective de-escalation and control of situations as required, as well as ensuring the effective implementation of incident command systems and emergency procedures.Conducts research and analyzes data in planning to mitigate current and future Court security concerns and needs; resolves procedural or operational security issues; makes recommendations for improving security services.Ensures compliance of department administrative and operational activities with all Federal, State and local laws.Develops and manages Court Security Officer training programs for new hire, remedial and refresher training including defensive tactics, firearms standards and proficiency qualifications; develops and maintains Superior Court Security policies and procedures.Responds to and resolves visitor and security incidents and complaints by investigating, identifying resolutions, discussing options with management, and implementing effective resolutions.Responsible for the development and overall supervision of all Court Security staff including hiring, training and performance management. Prioritizes and assigns work to staff; resolves day to day work related problems.Interprets policies, directives, orders, and other personnel regulations and assures consistent application; identifies policy and operational deficiencies and concerns related to Security staff and works with Court Security Supervisors to develop appropriate corrective action.Responds to and performs preliminary investigations of complaints regarding Court Security services and/or Court Security Officer performance. Develops preliminary findings of fact on original complaints and coordinates initial internal investigations with the Court Administrator.Ensures the effective deployment of Court Security staff for optimal security coverage, and staffing.Conducts security inspections to ensure conformance to established standards, rules, and regulations.Responds to security incidents and emergencies, including medical emergencies, to provide appropriate emergency oversight and/or medical care such as First Aid/CPR/AED.May serve, as directed, as a security escort or as a security presence in a variety of court situations.Carries and safely employs court-approved and issued firearms and/or other defensive weapons as situations dictate.Maintains absolute confidentiality of work-related issues, customer records and restricted County information.Perform other related duties as required.

SUPPLEMENTAL INFORMATION
Knowledge, Skills and Abilities Knowledge of the principles and practices of law enforcement techniques, investigative procedures, local law enforcement rules and jurisdictions, security principles and methods.Knowledge of the usage of security equipment, courtroom procedures, and the principles and practices of building evacuation.Knowledge of the principles and practices of supervision and performance management.Ability to evaluate and respond to security problems in a swift, effective manner, and with appropriate actions.Ability to prioritize and coordinate multiple tasks, projects and demands, work within deadlines to complete projects and assignments, and identify effective resolutions to incidents.Ability to read, interpret and apply relevant city, county, state and federal statutes, rules, ordinances, codes, administrative orders, and other relevant directives.Ability to establish and maintain effective working relations with co-workers, County employees, representatives from governmental agencies, the general public, and individuals who have business with Pinal County Superior Court.Ability to operate a personal computer using Microsoft Office and some specialized software applications.Ability to detect audible signs of alarm or warning in order to respond to, investigate, report, and correct situations related to Court security.Ability to visually observe the behavior of people and monitor their actions in person or on the closed-circuit television (CCTV) for suspicious activity and to ensure compliance with rules, regulations, and policies related to Court security.Ability to communicate effectively with judges.Ability to perform first aid and CPR methods and techniques.PHYSICAL DEMANDSIndependent body mobility to stand, walk, run, bend, go up and down stairs and stand or sit for prolonged periods of time and/or drive a vehicle. Manual dexterity to reach, and grasp; manual dexterity to hand write or use computer keyboard; vision sufficient to see and read; hear and speak to communicate with citizens in person and over the phone. The ability to communicate effectively, interrogate and interview people, discern noises that may require investigation, and perform telephone and radio communication; perform surveillance, sight and shoot a firearm safely and effectively, and coordinate and conduct investigations. May be required to lift up to 50 lbs.WORK ENVIRONMENT Work is performed in a dynamic environment that requires the ability to be sensitive to change and responsive to changing goals, priorities, and needs.
