Position : Assessment Technician
Location : Pine City, MN
Union : AFSCME Courthouse Unit
FLSA status : Non-Exempt, Full-Time (37.5 hours per week)
Essential Functions
- Process homestead applications to determine if property qualifies for residential homestead, agricultural homestead, relative, special, veterans, actively farming, cross county homestead, disabled homestead and determine if additional properties are eligible for homestead due to location and ownership. Collaborate with other counties on duplicate homesteads and cross county homesteads.
- Provides information regarding the Minnesota property tax statutes and valuation process to property owners.
- Process classification changes as required due to County Assessor approval or denial of program applications and property changes such as new construction by reviewing entire assessment of parcel including land, buildings, and extra features.
- Track and mail correspondence to the public relating to property classifications and special programs.
- Reviews all property transfers to determine affect on homestead, classification, and special programs. Maintains property sale information in CAMA by maintaining correct property type for the sales ratio study, ensures sales ratios are calculating correctly, and routes sales to applicable appraiser. Reports sale details to Minnesota Department of Revenue and communicates with assigned Property Tax Compliance Officer on matters and concerns regarding sales.
- Correspond with the Minnesota Department of Revenue and Minnesota Department of Natural Resources on sustainable forest incentive act and 2c managed forest classification to ensure requirements of programs are met.
- Calculate proposed taxes for proposed property changes (homestead, classification, new construction, and special programs).
Knowledge, Skills and Abilities
General knowledge of County and department policies, practices and procedures; thorough knowledge of section maps, GIS-Online mapping and plat books; general knowledge of Minnesota assessment laws and property surveys; thorough knowledge of property records, time sheets and property change log; comprehensive knowledge of the homestead log; thorough knowledge of standard office equipment and software; general knowledge of Assessment Administration and CAMA in Tyler, WebExtender, Landshark and Beacon; ability to make arithmetic computations and compute rates, ratios and percentages.
