This is a cross-functional position working with all internal departments in ensuring achievement of Tax Collector strategic planning goals and objectives. Manages and provides technical direction to Management Analysts in functions associated with quality assurance, service consistency, process management, key performance measures, and improvement programs. Provides direct assistance to the Tax Collector executive leadership by actively managing the culture change processes associated with the Tax Collector organization management system. Ability to gain a thorough understanding of Tax Collector operations, measures, and efficiency standards set forth by the Tax Collector.
Work Schedule: Monday - Friday, 8:00 AM - 5:00 PM. There may also be rare occasions when you need to work evenings or weekends during busy periods or to meet project deadlines.

Manager, Tax Collector
Work Schedule: Monday - Friday, 8:00 AM - 5:00 PM. There may also be rare occasions when you need to work evenings or weekends during busy periods or to meet project deadlines.
What Would You Do?
- Develop, facilitate, document, and monitor the performance of the organization’s strategic planning process, quality initiatives, and related activities including strategic analysis, setting direction, allocation of resources to achieve objectives, prioritizing and managing initiatives, project management, and engaging the workforce and other stakeholders.
- Oversee the development, implementation, and management of quality improvement projects and Tax Collector organizational scorecard.
- Confer with senior leaders and management to identify gaps in business results and develop data-driven solutions to improve performance and consults with leaders on the organizational design of their departments and business units.
- Supervises and directs the work of assigned Management Analysts; administers performance management of direct reports.
- Oversee management of the organization’s business intelligence tools ensuring accuracy of information and data.
- Manage project pipeline and oversee progress on all projects, including mentoring project sponsors and project leads.
- Analyze data and dashboards consisting of key performance measures to identify gaps, trends, and opportunities to improve outcomes.
- Identify and set appropriate quality standards, parameters, and targets for Tax Collector processes, and measures.
- Manages and prepares departmental scorecards and Director level KPIs; assists in creation of quarterly Director level scorecards.
- Oversee benchmarking activities with other Tax Collectors and industries.
- Facilitate and oversee best practice sharing (internally and externally) to identify opportunities to improve service delivery and consistency in alignment with service standards.
- Oversee branch, call, and mail center quality audits; may participate in quality control assessments for other departments.
- Prepare and deliver reports and presentations on behalf of the Tax Collector, including annual reports.
- Gather feedback and evaluate customer surveys and feedback mechanisms to identify trends and opportunities to improve.
- Confer with other organizations, officials, constituents, or consultants on organizational initiatives.
- Review and ensure quality and accuracy of tax and motor vehicle notices.
- Guide the organization to a continuous quality- and consistency-driven mindset.
- Performs other related duties as assigned, including special projects as assigned by the Tax Collector or Executive Director.
- Six (6) years of progressively responsible administrative or management experience in business or public administration; OR bachelor’s degree in organizational development, organizational behavior, industrial or organizational psychology, business or public administration, sociology, or a related field and two (2) years of experience as described above; OR an equivalent combination of education, training, and/or experience as permitted by law.
- Four (4) years of experience in strategic planning, data analytics, or a related field.
- Lean Six Sigma Green Belt certification, required.
- Project Management Professional (PMP) certification, helpful but not required.
- Valid Florida Driver License or Florida Commercial Driver License and endorsement, if any.
- Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
- Other knowledge, skills, abilities, and credentials required for a specific position.
