Reports To: Sr Manager of IDD Residential 

Grade/Level: 8 

Amount of Travel Required: 25% 

Job Type: Regular 

Positions Supervised: Home Supervisors, DSP’s 

Work Schedule:

 

M-F, 8:00am - 4:30pm, (occasional evenings and weekends, as needed) with some flexibility 

 


 

 

POSITION SUMMARY

The IDD Residential Manager of Operations and Training is responsible for the training coordination and management, and day-to-day program operations (at times, hands-on), including supervision of Home Supervisors, assurance of program's compliance with applicable standards and regulations, assistance in program development and providing support to staff in carrying out program specific tasks to meet the needs of those individuals participating in the program of service. Responsible to the Home Supervisor for facilitating DSP training and billing. May include additional responsibility for physical property and equipment.  The position will work with direct Supervisor, Sr Manager of IDD Residential to ensure standard, efficient and smooth operation of the Residential program.

Essential Functions Statement(s)

 

  • Group Home Supervisors supervision, review and management including interviewing and hiring as needed, training, coordination of schedules and absences, investigating complaints and resolving programs, performing corrective counseling and appraising performance.
  • Investigating complaints, resolving problems, and monitoring the delivery of service to our clients.  Informing the Residential Sr Manager/Supervisor of any complaints that may require OIG investigations or of any critical clients, staff or guardian issues.
  • Responds timely, within 24 hours, to all participant, family, staff and collateral emails, phone call, texts, etc. regarding applicable areas and departments of oversight.

 

  • Guide the Inter-disciplinary Team (IDT) to along with Residential Sr Manager/Supervisor to develop individual program plans for each client; monitoring and revising plan, as needed and addressing concerns with the IDT

 

  • Completes all monthly reporting requirements set forth by Pioneer Center or program funding sources and regulatory bodies. This includes all training documentation, safety drills and other requirements as needed.  

 

  • Completes all required paperwork to include, but not limited to; billing, attendance reports, memos, monthly staff meetings notes within designated timeframes and maintains the confidentiality of all related data and information.
  • In conjunction with Group Home Supervisors, responsible for overseeing staff scheduling for coverage and to minimize OT hours and costs.
  • Responsible for budgets in all DD Residential group homes and vehicles.
  • In conjunction with Group Home Supervisors, responsible for all maintenance of DD Residential group homes and vehicles.
  • Ensures completion of all training, developing and facilitating new trainings as necessary and document all supporting documentation needed.
  • Completes regular facility evaluations and inspections and ensures compliance with Rule 115 and HCHS settings rules, cleanliness, and general upkeep of agency CILA’s.
  • Ensures and evaluates IDD Residential Homes for program, operations and outcome effectiveness. Leads the team in program development; plans, organizes, implements, and monitors program and outcome goals and objectives.
  • Ensure IDD Residential group home schedules are maintained and adhered to and monitor on an ongoing basis, reporting on progress to minimize overtime within homes.
  • Monitors staff documentation on clients’ progress towards their goals, routing IP and necessary paperwork to other parties, as needed or required.
  • Responsible for staff including Group Home Supervisors and their staff adherence to and understanding of all regulatory requirements that may be applicable to other departments for oversight. This includes but is NOT limited to DHS Rule 115, Medication Administration and HCBS Settings Rules. 
  • Participates in and/or facilitates service delivery audits by external auditing agencies, as needed.
  • Annually reviews and/or updates applicable policies & procedures for areas of oversight. Ensures staff are aware of and understand applicable policies & procedures. 
  • Ensures a safe, clean, efficient working environment for all program staff and clients. 
  • Participates in continued training and keeps abreast of best practices in areas of oversight.
  • Facilitates delivery of services and maintains consistency and quality of care. 
  • Follows HR policies and completes HR paperwork. Contacts HR with questions concerning either. 
  • Performs other related duties as assigned by Supervisor. 
  • Regular, reliable, predictable attendance. 

 

  • Occasional assistance with clients on a direct care basis. 

 

  • Assures that all phases of service delivery are following rules regarding confidentiality and client rights. 
  • Keeps abreast of the latest trends and issues affecting the Intellectual and Developmental Disability field to ensure appropriate client services. 
  • Establish and fosters communication and positive interactions among clients, families, staff and any collateral support. Participates in all client staffing’s, staff meetings, and family/home meetings.
  • Participates in continued training and keeps abreast of best practices in areas of oversight. Completes manager training within 90 days of hire/transfer.
  • Facilitates delivery of services and maintains consistency and quality of care. 
  • Follows HR policies and completes HR paperwork. Contacts HR with questions concerning either. 
  • Performs other related duties as assigned by Supervisor.

SKILLS & ABILITIES

 

Education:

Bachelor's Degree (four-year college or technical school) preferred, Field of Study: Human Services (Psychology, Social Work, Rehabilitation or Human Development); preferred.

 

Experience:

5 plus years of experience in an IDD direct service environment. E.g., DSP experience.

5 plus years of experience in IDD Residential and proven, staff supervisory experience

2 plus years in facilitating Staff Training and related roles.

 

 

 

Computer Skills:

Microsoft Word, Excel, PowerPoint, Outlook, SmartCare, Paycom, QuickMar, Relias 

 

 

Certifications &
Licenses:

CPR/AED Certification, Safety Care Certification, a plus

 

Other Requirements:

 

 

 

Supervisory experience required.
Must have and maintain a valid driver's license.
Must be able to meet agency driver safety requirement of carrying personal vehicle insurance with the following limits:
$50,000 bodily injury, each person
$100,000 bodily injury, each accident
$50,000 property damage
 

As an exempt employee, some additional hours may be required.
