What You'll Do

The primary responsibilities of the Assistant Program Director (APD) is to oversee the day-to-day operational management and supervision of a Diversion and EMS program within Pioneer Human Services. This includes the development and implementation of program operations, policy and procedure and the planning, coordination, and implementation of support services for the assigned program. The APD is responsible for deployment of support staff personnel in accordance with the program budget; supervising and providing leadership as needed to assure the integrity of the program, safety of clients and in support of employees.

As a member of the Pioneer team, the APD is expected to collaborate with other staff and community partners to successfully divert patients away from local hospitals and in-field first responders. The APD is encouraged to make recommendations to improve operational policies and procedures consistent with program goals and the Pioneer mission. The APD meets or exceeds the expectations of the contracting agency by delivering high quality—high impact services and by ensuring that the program operates in accordance with applicable law, regulations, contract requirements, PHS policy, and professional standards of quality.

Primary/Essential Duties And Responsibilities

EMT Duties

  • Taking medical vitals and determining appropriate course of action
  • Obtaining medical history
  • Providing medical attention for both sick/not sick situations.
  • Provide accurate medical documentation.
  • Maintain medical license through continued training.
  • Assist in EMS training/evaluation for program EMTs.
  • Attends a yearly EMS Evaluator course and keeps ESE license active.
  • Follow all medical and organizational guidelines and policies.
  • Collaborate with outside EMS/medical providers.
  • Provide direction and guidance for shift staff.
  • Be available for direction/notifications while not at work in urgent situations.
  • Assist/collaborate with the Program Director with data tracking and ETO entry.

Personnel Development & Staffing

  • Supervises, directs, coaches and evaluates the performance of the day and night EMTs.
  • Participates in screening, selection and hiring of prospective staff including but not limited to resume analysis, interviewing and checking references.
  • Ensures staff members are sufficiently trained and that there are qualified personnel to ensure the safety and security of t the diverted clients/patients we serve.
  • Assists the Regional EMS Manager with EMT training and evaluation with their ESE license.
  • Guides and supports the development and implementation of a competency-based approach to staff training and professional development in alignment with Division-wide initiatives and priorities.
  • Plans staff schedules and assignments to ensure adequate facility coverage by making arrangements for temporary and on-call personnel.
  • Completes payroll functions.
  • Advises and supports the Regional Director of Diversion, EMS Trainer and the Director of Transitions in decisions regarding unit staff.

Program Accountability & Operations

  • Demonstrates commitment to operational excellence of the diversion program and ensures program operates in alignment with all policies and procedures.
  • Ensures consistency in the application of all policies and pursues procedural uniformity and standardization wherever possible.
  • Ensures that the unit provides the highest quality customer service both to external (public agencies) and internal customers (clients).
  • Works with the Regional Director, EMS Trainer and the Director of Transitions to develop quality assurance plans to ensure requirements are performed and met—and continually reviews quality assurance practices within the unit.
  • Meets or exceeds all quality performance measures.
  • Consults regularly with EMT Leads, Regional Director and EMS Trainer.
  • Serves on the on duty rotation on an on-call basis, 24 hours a day, to work any shift in the event of scheduling difficulty, crisis or work stoppage.

Program Supervision and Service Delivery

  • Ensures that the program is prepared for, completes and successfully passes all inspections, program reviews, and internal/external accreditation audits.
  • Supervise staff in performance of daily shift activities as required by program policies, contract stipulations and professional standards.
  • Collect, maintain and contribute documentation on a weekly/monthly basis, to include, but not limited to group logs, med logs and duty sheets.
  • Acts on behalf of the Program Director when called upon.

Performs other duties as assigned.

Qualifications

REQUIRED

  • EMT license in good standing for a minimum of two years
  • Must have or ability to obtain within next EMT license re-certification, an EMT Evaluator License.
  • 1-year progressive experience in supervisory role.
  • At least 2 years’ experience working in a diversion or social services field

Preferred/Desirable

  • Associate degree in social services or a closely related field from an accredited school.
  • 2-years’ progressive experience in supervisory role.
  • Experience working in 24-hour residential treatment program.
