The Employment Outreach Advisor is responsible for providing technical and administrative employment support to residents referred from the Federal Bureau of Prisons (FBOP), United States Probation (USPO), and United States Pre-Trial Services (USPT). In particular, the Employment Outreach Advisor assists residents with attaining employment and/or vocational training appropriate to their needs by facilitating curriculum in a classroom setting, working closely with program case managers, other Pioneer staff and services, employers and community partner agencies. The Employment Outreach Advisor will be providing direct client services in the areas of soft skills, training, employment counseling, client needs assessment, and financial education. The Employment Outreach Advisor utilizes practices that are evidenced-based and client-centered including cognitive skill building and motivation strategies designed to reduce recidivism.

Primary/essential Duties And Responsibilities Are But Not Limted To
- Aligns Individual Program Plan interventions and supports with criminogenic needs.
- Works closely with case managers to coordinate employment aspects of residents Individual Program Plans.
- Maintains up-to-date resident employment tracking database.
- Advises residents around appropriate employment seeking attitudes, attire, dispositions and etiquette.
- Facilitates individual and group cognitive-behavioral skill building sessions.
- Administers intake, referral and release procedures in alignment with the Federal Bureau of Prisons, US Probation and Pretrial Services.
- Provides regular, accurate, and detailed case notes documenting resident performance during all phases of their program.
- Provides technical assistance to residents around internet-based employment seeking.
- Completes employer notification prior to residents starting work.
- Produces monthly resident employment report
- Fosters and sustains ongoing communication with local employers and community agencies.
- Participates in local area social and community agencies.
- Monitors local area employment trends and workforce development reports.
- Develops a “Second Chance” employer database.
- Disseminates job openings and opportunities to residents.
- Transports residents to outside activities in accordance with program policies and contract stipulations.
- Attends all trainings professional development opportunities as directed.
- Conducts resident readiness orientations that assist residents in identifying vocational aptitudes, to develop career plan for each new client.
- Facilitate curriculum in a classroom setting in a matter that fosters growth and learning and engages participants for the purpose of self-awareness, job readiness, and career progression.
- Assists clients with long-terms employment goals, recording their work history, strengths, personal culture, justice involvement, and other factors that relate to current vocational goal.
- Facilitate regular groups on financial education and budgeting practices.
- Participates in staff interviews and investigations as requested by the site Director.
- Consults regularly with case managers, the Assistant Director and Director.
- Maintains detailed understanding of program components and the resident classification system.
- Attends program staff meetings and program review team.
- Engages in clear, consistent, and professional communication with all resident, program staff, FBOP and US Probation staff, and community members.
- Participates in work groups and committees organized by the Assistant Director, Director and other external agencies as appropriate.
- BA/BS degree in the human services, social sciences or related field required.
- 3 years of experience in the human services, criminal justice or correctional system(s) or related field.
- Must be able to pass and maintain security clearances as required by the Federal Bureau of Prisons (FBOP).
- Must obtain and maintain CPR/First Aid Certification.
- Must have a valid Driver’s License.
- Employees who operate their own or PHS vehicles on PHS business, must have a safe driving record as defined by PHS.
- Employees who operate their own vehicle(s) on PHS business must carry auto liability insurance that complies with the requirements of PHS.
- Certification or previous training in evidence-based criminogenic risk assessments, cognitive behavioral programming and motivational interviewing preferred.
