Appraises routine to complex residential and commercial personal property for tax assessment purposes. Analyzes, interprets, and enforces all relevant Federal and State statutes and State property tax policies and procedures relating to personal property administration. Provides technical knowledge as part of a team and has strong fundamentals in database editing, data analysis, and customer service. 

  • Analyzes, implements and interprets the routine to complex business and residential personal property declarations which are submitted yearly with additions or deletions for accuracy, detail, and completeness; processes with correct depreciation; verifies complex and technical information such as legal technology and descriptions for processing personal property; uses mathematical formulas to calculate values and taxes incorporating assessment ratios and mill levies. Performs a variety of complex and specialized technical tasks associated with short-term rental management system software and hardware.

  • Creates, refines, and maintains policy and procedures, process, and training documentation to include manuals, flow charts, presentations, and checklists for the Assessor, auditors and the public.

  • Conducts independent routine to complex in person field inspections including contacting businesses, developers and building departments of any jurisdiction where personal property resides to collect data as needed; takes photos and documents special conditions. Responsible for initiating, coordinating, and verifying changes to Assessor’s office Personal Property Data.

  • Provides complex and/or specialized information to residential vacation home owners/short-term rentals and commercial business owners, other jurisdictions and city agencies on personal property assessment process and explains state and local personal property tax laws.   

  • Prepares value appeals and abatements for personal property schedules. Ensures assigned appeals are reviewed for accuracy and equity, prepared in compliance with Colorado standards and statutory regulations and within imposed deadlines for documentation and rebuttal. Represents appeals and abatements for the Assessor’s Office in hearings at County level of appeals, County Board of Equalization, Board of Assessment Appeals and District Court; prepares detailed reports and prepares evidence to defend value calculations.

  • Supports Assessment Manager with personal property appraisal process documentation; ensures that statistical analysis and audits are completed in accordance with requirements as described by Colorado State Statute and the State Auditor.

  • Supports the relationship between Pitkin County government and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.

This position follows a sequence:

  • Level I:

    • Up to 1 year of  accounting and general ledger related experience, preferably in an Assessor’s office.

    • Bachelor’s Degree required.

    • Within the first year of employment, a passing grade and completion of:

      • Personal Property certification through CAGA - Certified Appraisal Guild Association

      • ADM100-Introduction to Assessment  

      • ADM633-Basic Title Conveyance 

      • ADM927-Advanced Title Conveyance 

  • Must possess a valid Colorado Driver’s License and acceptable Motor Vehicle Record.

  • Level II (in addition to Level I):

    • 1-3 years progressively responsible experience.

    • Within the first two years of employment a passing grade and completion of: 

      • ADM635- Manufactured Homes

      • ADM949-Ownership, Legal Descriptions, Mapping

    • Must obtain Ad Valorem Appraiser license through the State of Colorado within 2 years of employment. 

    • Successful attendance and completion of State of Colorado, Department of Property Taxation continuing education classes yearly including USPAP.

  • Level III (in addition to Level II):

    • 3 plus years progressively responsible experience.

    • Within 3 years of employment a passing grade and completion of:

      • ADM945-Abatements

      • ADM605-Assessment Administration 

      • ADM705-Assessment Administration (includes certification)

      • ADM917-Abstract of Assessment and Certification of Values

  • This job is performed in a typical office environment, indoor and outdoor settings. During inspections can be exposed to extreme cold temperatures, icy conditions and snow.

Salary : $51,273 - $89,727
