Primary Purpose of Position: The position is to manage the programs in the Income Maintenance Division by planning, organizing, coordinating and directing benefits and services within the division. Programs and services within the Economic Support Services Division include: Work First Family Assistance, Food Stamps, Family and Children's Medicaid, and Adult Medicaid Programs as well as the seasonal Low Income Energy Assistance Program. This position provides the type of supervision necessary to meet established goals and outcomes and well as provide the best quality assistance and service to the individuals and families accessing these services. This position assumes the responsibility and authority to ensure program(s) compliance with any monitoring, audits or reviews conducted by State personnel and/or fiscal auditors. This position is part of the Management Team and serves to assist the Director with the operation of the agency as a whole, effectively contributing to its function and ongoing development. This position works closely with other managers to make policy and operational strategy decisions that are reviewed with the Director. Additionally, the administrator works closely with the agency projects team to keep abreast of information effecting service delivery and changes within the agency and community to ensure appropriate service delivery. The Administrator will serve on appropriate agency and community boards and/or committees to facilitate program outreach and effective service delivery. This position as serves as “in charge” in the absence of the Director.

EXAMPLE OF DUTIES
Thorough knowledge of income maintenance programs. Thorough knowledge of the use of the income maintenance manuals. Thorough knowledge of all agency and community services and programs. Thorough knowledge of forms and documents used in determining eligibility. Thorough knowledge of needs, problems, and attitudes of disadvantaged persons. Thorough knowledge of community needs assessment techniques. Considerable ability to organize and direct a large comprehensive income maintenance program. Considerable management and administrative skills. Ability to maintain a satisfactory working relationship with applicants, other sources contacted within the course of work, the agency director, the Social Service Hoard and other County officials. Ability to plan and evaluate the services of a large, comprehensive eligibility program. Ability to represent the income maintenance programs in departmental meetings and community conferences. Ability to present information orally and in written form.
