POSITION TITLE
Director of Food Services
JOB DESCRIPTION SUMMARY
The Director of Food Services is directly supervised by the Chief of Operations and is responsible for ensuring the efficient and effective operations of the Food Services Division. This position coordinates and directs the work duties of all food service personnel and ensures the district is maximizing its resources and production costs. The Director of Food Services guarantees the district’s food programs comply with local, state and federal agency requirements.

ESSENTIAL FUNCTIONS
1. Oversee the operational aspects of the Food Services Division by supervising, coordinating, and directing the work duties of food service personnel.
2. Ensure the Food Services Division is in compliance with the following entities to guarantee the district receives financial reimbursements: United Stated Department of Agriculture (USDA), Pennsylvania Department of Education (PDE), Allegheny County Health Department, Department of Human Services, National School Lunch Program (NSLP), National School Breakfast Program (NSBP).
3. Formulate proposals for the development and revision of policies pertaining to the child nutrition services operation.
4. Establish and monitor Pittsburgh Public Schools’ procedures for the Food Services Division.
5. Manages the Food Services Division budget and ensures accountant is adhering to budgetary guidelines.
6. Supervise, train, and evaluate the leadership staff of the Operations, Purchasing, Warehouse Production, Claims, School Operations & Compliance teams within the Foods Services Division.
7. Work collaboratively with the local unions to ensure compliance, enhance services and address concerns.
8. Partner with the Department of Human Services and Pandemic Electronic Benefits Transfer program to provide accurate student data.
9. Complete surveys, reports, and data required by federal, state, and local regulatory agencies that is published nationally.
10. Recruit community, local, and state programs to serve as partners in providing support and advocacy for child nutrition programs.
11. Work collaboratively with the Finance Department and local organizations to develop grant proposals and Memorandums of Understanding.
12. Works collaboratively with the Communications Divisions to acquire assistance in establishing marketing efforts for the child nutrition services program to ensure that the public is informed of planned school menus and prices.
13. Utilize data results to improve food services to students/families and enhance staff training.
14. Serve as a Liaison to the public and for right-to-know requests to resolve complaints and improve customer relations.
15. Maintainmembership in the School Nutrition Association on a national and state level and in other local, state or national organizations for Food Service Directors.
16. Manage Food Services employee relations issues by testifying at hearings, engaging in first level grievances, and participating in arbitration.
17. Ensures that the Food Services webpage is updated with the proper information.
18. Screen and interview candidates to ensure that positions are staffed with qualified individuals while partnering with the Human Resources department in recruiting matters.
19. Other relevant duties as assigned by supervisor in support of the school’s/department’s goals and objectives and the District's mission and Superintendent's Priority Goals.
EDUCATION REQUIRED
Bachelor’s degree in Food & Nutrition, Food Services Management, Dietetics, Family & Consumer Science, Nutrition Education, Culinary Arts, or Business.
CERTIFICATION/LICENSURE REQUIRED
Serve-Safe Certification, or ability to obtain and maintain within 1 year of hire.

- 10 years’ experience in managing school nutrition programs.
- 8 hours of Food Safety training. The eight hours of Food Safety training must have occurred within 5 years of an employee’s hire date or employee must complete the required 8 hours of training within 30 days of their hire date
- 12 hours of annual food services education and/or training.
KNOWLEDGE, SKILLS, & ABILITIES
- Experience serving in a leadership capacity that required supervisory skills to hire, delegate, train, evaluate, grow performance, and discipline staff.
- Experience in the design and implementation of professional development related to food services.
- Experience managing budgets and financial practices.
- Experience completing state, federal, and local reporting.
- Ability to effectively lead, plan, organize and direct a large-scale food services division by understanding how to perform the functions of all food services positions within the division.
- Working understanding of daily food service operation including menu planning, food quantity requirements, food ordering & scheduling production, customer relations, money collection & handling and accountability.
- Thorough knowledge of sanitation, safety, and institutional culinary practices.
- Knowledge of nutrition, wellness, and the development of standardized institutional recipes.
- Outstanding critical thinking and data analysis skills.
- Demonstrated ability to build meaningful partnerships with external organizations.
- Ability to work with other Division Leaders to ensure cohesiveness in workstreams across divisions.
- Experience working in an urban city school district is preferred.
- Demonstrated proficiency in MS Word, Excel, Outlook, and PowerPoint. (Primero Edge Technologies, Point of Sales preferred)
- Excellent oral, written, and interpersonal communication skills.
