The Lead Help Field Liaison - Senior Inspector's primary responsibility is conducting site visits to customer’s homes with Construction Contractors to discuss Pittsburgh Water’s Lead Service Line Replacement (LSLR) program and policies. The position will advance to include observation and monitoring of construction project sites, preparation of daily reports of site construction activities, and updating redline drawings. Other responsibilities include canvassing to communicate with customers eligible for LSLR, assistance with addressing customer complaints; and distribution of door hangers, test kits and bottled drinking water as required. Must provide a high level of customer service to external customers, coworkers, and management personnel. RESPONSIBILITIES● Comply with all Pittsburgh Water’s procedures, including the “Private Residence Entry Policy and Procedures”, “Homeowner Coordination” Standard Operating Procedure and the usage of appropriate personnel protective equipment (PPE)● Meet with individual customers and Construction Contractors to view each potential private side LSLR location to describe the program to customers, including all potential scenarios for replacement and ensuring the contractor adequately describes the impacts to the homeowner, describe the Pittsburgh Water restoration responsibilities following replacement to the customer and explain the timeframe for Pittsburgh Water work● Inspect construction work in progress and upon completion to evaluate compliance with contract documents● Record detailed summary notes of customer interaction or work observed, as directed● Obtain written agreements and addendums for LSLR work. Verify owner information with customer contact● Work with contractors when there is a discrepancy between the contract documents and installed work, and ensure proper corrections are made and appropriate personnel notified● Distribute materials to field crews and customers as required● Be available outside of core working hours (e.g., evenings and weekends) to canvass neighborhoods for missing agreements or outstanding coordination● Work independently, use time wisely, and complete assignments in a timely manner, as well as take both verbal and written directions● All other related tasks as assigned or required KNOWLEDGE, SKILLS & ABILITIES● Strong detailed-oriented written and verbal presentation skills; have a good working knowledge of PC based software applications (MS Office products including Word, Excel and PowerPoint)● Ability to learn and utilize Pittsburgh Water’s Lead-based applications (including Arc-GISCollector and Lead Line)● Possess proven problem-solving skills and project a positive attitude and outgoing demeanor● Willing to patiently listen to and clearly communicate with customers● Demonstrate the ability to work with a variety of technologies and software applications● Show effective organizational skills; display the ability to manage multiple priorities and demanding deadlines; and exhibit strong interpersonal skills EDUCATION / EXPERIENCE REQUIREMENTSThe following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted.● Five (5) years of Customer Service experience in the utility industry, with a PA PUC regulation knowledge and extensive use of Cogsdale CSM preferred.● Applicant must have a NICET Level II Certification or obtain certificate within 12 months of being assigned as a construction inspector. ● Water infrastructure experience is preferred. GENERAL REQUIREMENTSApplicant must present a current, valid Class C (Class 1) PA Motor Vehicle Operator’s License at the time of application or prior to appointment. A valid driver’s license must be maintained throughout employment.  Applicant must have permanent residency in Allegheny County at the time of appointment and remain a resident in Allegheny County throughout employment with the Pittsburgh Water:  SUPERVISION EXERCISED / RECEIVEDNo direct reports / Will receive supervision directly from the Senior Lead Help Coordinator.  PHYSICAL DEMANDSThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The employee will perform heavy work including lifting and carrying up to 100 pounds, and work in loud conditions with vibrations, traffic, mechanical, chemical, fire and explosive risks. CONDITIONSWhile performing the duties of this job, the employee is regularly exposed to a loud or moderate noise level in the work environment. Travel as needed by vehicle for Authority related duties and activities. May perform work outdoors under extreme weather. The employee may be exposed to confined, high spaces, like erect scaffolding; loud conditions with vibrations, traffic, mechanical, chemical, fire, and explosive risks; and odors, dusts, fumes, mists, poor ventilation, and gases which may require a respirator. Availability to work all three shifts, as well as weekends, and holidays. Subject to remain on duty beyond normal hours and/or recalled during emergency situations or other extensive periods. MEDICAL EXAMINATIONEmployment may be contingent upon the results of a post-offer (initial employment or promotion) physical examination performed by the Authority's examining physician. DRUG TESTINGEmployment may be contingent upon the results of a post-offer (initial employment or promotion) drug screening. Continued employment may be subject to randomized drug and alcohol testing conducted without advance notice and for reasonable suspicion.
