The Parking Operations Manager is responsible for overseeing the daily operations of both on-street and off-street parking facilities including metered parking zones, permit areas, loading zones, parking garages, lots, and structures. This role ensures efficient, safe, and customer-focused management of parking assets while optimizing revenue and maintaining compliance with local regulations. The Parking Operations Manager will lead a team of staff, manage budgets, and implement strategies to enhance operational performance and customer satisfaction within a designated area or municipality.
KEY RESPONSIBILITIES
On-Street Parking Management
- Oversee enforcement of parking regulations, ensuring compliance with local ordinances.
- Monitor and optimize parking turnover in high-demand areas.
- Coordinate with enforcement teams to ensure proper issuance of citations and timely immobilization or towing, if necessary.
- Review and adjudicate (in accordance with local ordinances) appeals related to issued citations.
- Ensure signage and payment kiosks / meters are functional, accessible, and compliant with ADA requirements.
- Analyze parking data to recommend adjustments to rates, hours, or parking zones to maximize utilization and revenue.
- Coordinate with municipal authorities, transportation agencies, and law enforcement to establish and maintain effective parking management practices, traffic flow, and curb space allocation.
Off-Street Parking Facility Management
Manage day-to-day operations of parking garages and surface lots, including staffing, maintenance, and revenue collection.Ensure all parking equipment, including gates, payment systems, signage and cameras, are operational and maintained.Oversee the cleanliness, safety, and security of all off-street facilities.Monitor parking occupancy, revenue collection, and equipment functionality to identify operational issues and implement corrective measures as needed.Plan for preventive maintenance and capital improvements, working with contractors and vendors as necessaryStaff Leadership and Development
Recruit, train, and supervise parking enforcement officers, cashiers, attendants, maintenance staff, and other personnel.Conduct regular team meetings and performance evaluations.Establish performance metrics, conduct performance evaluations, and provide ongoing training and professional development opportunities to enhance staff effectiveness and morale.Foster a positive work environment focused on customer service and operational excellence.Customer Service and Communication
Address and resolve customer complaints or disputes related to parking services.Develop and implement customer service initiatives to improve the overall parking experience.Communicate changes in parking policies, rates, or procedures to the public.Respond promptly to customer inquiries, complaints, or feedback, resolving issues effectively and maintaining positive relationships with patrons.Implement customer-focused initiatives, such as loyalty programs, satisfaction surveys, and amenities enhancements, to enhance the overall parking experience.Revenue and Budget Management
Monitor revenue collections from meters, permits, validations, and citations to ensure accuracy and accountability.Develop and manage operational budgets for both on-street and off-street parking programs.Identify opportunities to increase revenue through improved utilization, technology enhancements, or new services.Technology and Innovation
Evaluate and implement parking technology solutions, such as mobile payment platforms, license plate recognition (LPR), and parking guidance systems, to streamline parking operations and improve customer convenience.Work with IT teams and vendors to ensure seamless integration and functionality of parking technologies.Continuously evaluate emerging parking technologies and trends, assessing their feasibility and potential impact on parking management strategies and revenue generation.Compliance and Reporting
Ensure adherence to all local, state, and federal parking regulations.Prepare and present reports on key performance indicators (KPIs), revenue trends, and operational metrics.Maintain accurate records of parking transactions, permits, citations, and regulatory documents, ensuring adherence to legal and regulatory standards.Conduct regular audits to maintain transparency and accountability.Community Engagement :
Collaborate with community stakeholders, business associations, and neighborhood groups to solicit input, address concerns, and foster positive relationships related to on-street parking policies and operations.Organize public outreach initiatives, town hall meetings, and educational campaigns to increase public awareness of parking regulations, payment options, and transportation alternatives.Requirements : Qualifications :
Bachelor’s degree in Business Administration, Transportation Management, or a related field preferred.Minimum of 5 years of experience in parking operations or a related field, with at least 2 years in a management role.Knowledge of parking enforcement practices, parking technologies, and revenue control systems.Familiarity with parking technology solutions, such as parking meters, pay-by-phone systems, and license plate recognition (LPR) technology.Knowledge of regulatory requirements, traffic engineering principles, and best practices in an on-street parking management environment.Analytical mindset with the ability to interpret data, analyze trends, and make data-driven decisions to optimize operational performance and revenue generation.Strong leadership, problem-solving, and organizational skills.Excellent verbal and written communication skills.Proficiency in Microsoft Office Suite and familiarity with parking management.Ability to work flexible hours, including evenings and weekends, as needed.Work Environment :
Office setting and on-site supervision of parking facilities.May involve walking or standing for extended periods while inspecting parking areas.The position may involve occasional evening, weekend, or holiday work to accommodate operational needs, special events, or public outreach initiatives.Travel within the designated area or municipality may be required for meetings, site visits, or stakeholder engagements.Disclaimer :
