Daily Responsibilities:
The objective of this task order is to provide the VA with a professional Construction Manager/Project Manager (CM-PM), to provide Construction Management (CM) services to support the VA in meeting the Electronic Health Record Modernization (EHRM) infrastructure upgrades at the Lt. Col. Luke Weathers Jr., Veterans Affairs Medical Center (Memphis VAMC) located at 116 North Pauline Street Memphis, TN 38105 .
EHRM Infrastructure Upgrades. The government requires a Construction Manager that will be on-site for the duration of the EHRM Construction Project. This individual will provide professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM. This includes assisting the Contracting Officer and the Contracting Officer’s Representative in the areas of project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.
Job Duties:
Construction Manager-Project Manager. In supporting the RE staff in the management of the construction project, the construction manager shall be required to perform services including, but not limited to, the following (in no particular order):
- Support Services may include providing assistance to the COR who will be monitoring and reviewing budgetary cost accounting; maintaining spread sheets indicating project funds allowances, obligations, payments, balances, planned expenditures, etc. Additionally, provide support by assisting the Contracting Officer (CO), Contract Specialist (CS) and Contracting Officer Representative (COR) in the development of documentation of the administration of construction contract change orders (preparing cost estimates, reviewing cost proposal, preparing change order packages for the Contracting Officer (CO) to review for acceptance.
- Construction Phase Scheduling – Services may include preparing and maintaining daily diaries for project activities noting events affecting construction.
- Maintain a current project schedule then coordinate with the COR to compare project progress against Construction Manager/Project Manager’s (CM-PM) schedule and General Contractor’s schedule.
- Address all schedule slippages to the Contracting Officer Representative (COR) and make recommendations for adjustments in the project as applicable.
- Attend weekly or bi-weekly project meetings to review and monitor project, project schedules, RFI Status, submittal status, and review of EHRM Project construction Contractor payment requirements (including preparation of necessary forms for payment processing by VA). The CM-PM shall provide support to the COR in scheduling, attend meetings, document regular progress meetings to review project status, discuss problems, and resolve issues accordingly.
- Assist the COR in the analysis of the services of an independent testing
- agency/laboratory to perform project specific quality control testing and inspection services when required. The services may include, at a minimum, testing/inspection of soils, concrete, precast concrete connections, steel, steel decking, applied fireproofing, roofing, curtain walls/glazing, and elevator installations.
- Provide claims/dispute resolution assistance support services to the COR for this project.
Required Qualifications (Experience, Education, Certifications, Clearances, etc.):
- Bachelor’s degree in construction management, Engineering, Architecture, or related field from an accredited University. Educational requirement may be substituted by fifteen (15) years of directly related experience.
- Professional Experience shall consist of seven (7) years of experience in management of facility construction projects including supervision of engineering, design and construction, schedule control, cost management and program budgeting, and overall project management activities.
- Professional experience shall include the ability to read and interpret construction documents, as well as communicate effectively with project construction team members.
- The CM-PM shall provide EHRM project construction management support and shall provide decisive direction in regard to business, technical and project management involving multi-disciplinary and diverse functional activities.
- The CM-PMs shall be responsible for the overall management, in terms of technical quality, cost and schedule. They shall maintain daily progress reports and inspection reports and shall lead the inspection and quality assurance team assigned to the project
Preferred Qualifications:
- Experience with Federal projects and with the VA in particular.
- Experience on healthcare projects/facilities is preferred, but not required.
- Experience with Medical projects
- 30-hour OSHA Safety Training Class
