The Placer County Superior Court is seeking a dedicated and skilled IT Analyst specializing in Information Security to join our dynamic Information Technology Division. In this important role, you will be key in analyzing, troubleshooting, and implementing effective solutions for our security needs, ensuring the integrity and availability of court systems. You will collaborate with court staff, manage information system projects, and develop security protocols to protect sensitive data.

Under general supervision, this classification performs professional duties, which may include analyzing, trouble shooting, repairing and effecting appropriate solutions for the Court’s technology needs; providing technical support, analysis and training in the use of information systems and equipment; managing Court information system projects; evaluation of work processes; proposing, planning, designing, and writing complex procedures to enhance the efficiency of these processes; systems analysis; development, coding and testing assignments on diverse systems or subsystems; and other duties as assigned. 

DISTINGUISHING CHARACTERISTICS 

The Information Technology Analyst is distinguished primarily by the complexity of work, level of independent judgment and action, and application of information systems knowledge and analytical expertise. Incumbents receive general supervision from the assigned supervisory personnel and may serve as a lead worker or supervisor within the Information Technology Division.

Incumbents in the IT Analyst classification will typically be assigned to a primary focus/specialty (sub-classifications detailed below); however, there will be cross-over, and incumbents can expect to perform duties and responsibilities in other areas, as needed.

EMPLOYMENT AT WILL

The IT Analyst classification is established as an "at will" position and, as such, the incumbent serves at the pleasure of the Court Executive Officer. The Court Executive Officer has the right to terminate the employment of any incumbent in this classification at any time, with or without advance notice, and with or without cause. 

JUDGMENT AND RESPONSIBILITY

Incumbents work under general direction to perform most duties independently based on policies, procedures and standards.  However, incumbents frequently make decisions that may have multiple alternative solutions and may involve the occasional development of new techniques and procedures.  Priorities are established by immediate departmental needs and can change frequently.  Errors in the design or function of automated systems can potentially cause severe disruption to judicial processes. Incumbents may act as a lead or have formal supervisor responsibilities.

When assigned, the essential functions and tasks listed below must be accomplished effectively. The Court reserves the right to assign or reassign duties as required to achieve business and operational objectives. Essential functions and tasks may include, but are not limited to those listed below, and an incumbent may be required to perform some or all the essential functions of more than one sub-class.  


ALL IT ANALYST POSITIONS

  • Provides system hardware and software support; configures new system users; provides or arranges training programs for staff in the use of hardware and software applications; develops, manages and/or maintains software and hardware documentation; develops standards and polices for Court information systems hardware and software.
  • Creates test data scripts and data for highly complex computer systems.
  • Facilitates data conversions.
  • Develops a thorough understanding of applications to ensure proper integration with automated systems; provides assistance in completing changes to meet requirements. 
  • Stays abreast of current technical developments and areas pertaining to information systems. 
  • Installs, tests, diagnoses and repairs personal computers (PCs); maintains and updates PC software and applications.
  • Provides technical support in a formal or non-formal helpdesk setting and in the field for users with complex problems; provides support to Court departments on applications problem resolution. 
  • May provide training to other Court personnel.
  • Advises assigned management personnel of operational problems and recommends changes in policies and procedures. 
  • Acts as liaison between assigned supervisory personnel and/or administration and Information Technology personnel; advises on matters related to computer hardware and software implementation, strategic management and development. 
  • Maintains vendor software and in-house script programs.
  • May assist with creating and or designing web pages using common tools and HTML/ Drupal. 
  • Plays a significant role in strategic planning of information systems. 
  • May act as a lead to or supervise lower level staff in the Information Technology Division as well as act in the absence of the manager.


Knowledge Of:

  • Principles and methods of systems analysis

  • Microsoft Office and related applications
  • Web design principles, XML, HTML 5.0 or 5.5, CSS , Java and Drupal
  • Identifying problems related to information systems and equipment
  • Standard PC software packages, including word processing, spreadsheets and database
  • Functions, capabilities, characteristics and limitations of standard computer platforms and devices, including PCs
  • Correct English usage, including spelling, grammar and punctuation


Ability To:

  • Recognize problems; gather, analyze and evaluate data and information in order to reason logically and think critically; draw valid conclusions; take appropriate actions and/or make appropriate recommendations
  • Research,  design,    implement   and  maintain   various   software   technology    solutions, including new technology, in order to improve Court processes or services
  • Perform duties independently, under general supervision, within specific assignments
  • Read, comprehend, interpret and apply complex technical information, policies, procedures and training manuals
  • Communicate effectively, both verbally and in writing
  • Communicate technical terms and information to a wide variety of users, including non-technical staff
  • Learn and utilize specialized terminology, if needed by the specific assignment
  • Write logical, comprehensive, and concise reports and correspondence; prepare clear, concise and accurate process, procedure and systems documentation and reports of work performed
  • Establish and maintain highly effective working relationships with judicial officers, Court and County employees, justice partners, members of the public and others encountered in the course of work
  • Exercise initiative, judgment and decision-making in performance of job duties
  • Adapt quickly to changes in policies, procedures, assignments and work locations
  • Keep technical skills updated to meet current and emerging technology requirements
  • Use tact and diplomacy when dealing with sensitive, complex and/or confidential issues and situations
  • Maintain confidentiality of Court documents and records
  • Plan, organize, and prioritize work to ensure that deadlines are met and complete assigned project responsibilities efficiently and effectively
  • Troubleshoot and diagnose system problems; install fixes or make repairs in areas of responsibility


IT ANALYST – Enterprise Solutions Administrator

  • Supports, configures, tests and maintains the Court’s Case Management System, Jury Management System, Customer Queuing System and other programs that the Court uses in its operations.
  • Understands database structure and has the ability to create reports using Crystal Report or Microsoft SQL Reports.
  • Provides database maintenance and support.
  • Participates in, and may act as project manager in, the implementation and maintenance of Court’s data processing systems.
  • Provides guidance to Court staff on project management techniques.
  • Obtains, reviews and recommends technical proposals and cost estimates for vendor/contractor-provided services; oversees inspection, correction, acceptance and continued maintenance of vendor/contractor work.
  • Meets with the management team and users to obtain and analyze user requirements; plans, executes and monitors projects, including budget, scope and timeline; tracks all of the Court’s assigned projects and provides as needed.


Knowledge of:

  • Operating system capabilities and constraints applicable to information systems and platform operating systems
  • Database management systems and software as they affect applications design
  • Project management principles, practices, techniques and methodologies; project management tracking and documentation
  • Advanced knowledge of Microsoft Teams and its various project management tools 


Ability to:

  • Understand and assist in the maintenance of the End User Services Catalog and related research and analysis


IT ANALYST – System Administrator

  • Performs Microsoft Active Directory on-premise and Azure adds, changes and updates as needed to allow Court network users the access that is required for their work assignments.
  • Performs security reviews based on the Court’s current Information Security Policies and makes recommendations for improvements.
  • Performs administrative functions in the Court’s Citrix and VMWare environments.
  • Designs and implements a backup routine using the Court’s various tools and systems to provide the highest possible level of retrieval.
  • Researches and analyzes user and system requirements.
  • Performs program, system and data analysis; defines project scope; makes changes to existing specifications; prepares program implementation documentation.
  • Performs quality assurance to ensure applications meet user needs and requirements.
  • Implements assigned elements of systems development project plans.
  • Prepares systems processing and maintenance documentation.
  • Trains users on new or modified programs as required.
  • Assists with systems software installation and security administration.
  • Maintains vendor software and in-house script programs.


Knowledge of:

  • Microsoft Server 2012, 2016, 2019
  • Microsoft Desktop OS Windows 7, 10 or 11
  • Systems design principles and applications development methodologies and tools
  • Operating system capabilities and constraints applicable to information systems and platform operating systems
  • Systems integration design concepts as they relate to applications design and development


Ability to:

  • Understand the relevant processes and methods needed as part of software life cycle (SDLC) and related IT methods
  • Understand and apply functional requirements to the development of systems proposals, specifications and recommendations for efficient, cost-effective information systems and technology solutions


IT ANALYST – Information System Security Administrator

  • Develops and implements information security procedures.
  • Assesses and analyzes information security threats and vulnerabilities.
  • Plans and designs IT security strategy.
  • Trains Court staff on security best practices and the Court’s security policies.
  • Assists in developing a security data model.
  • Designs disaster recovery workbooks and tabletop exercises for the IT Division.
  • Work with vendor to conduct security exercises.
  • Researches and analyzes user and system requirements.
  • Develops and executes test plans; creates test data; performs thorough program and system testing according to test requirements to confirm the system meets the security policies of the Court.


Knowledge of:

  • Operating system capabilities and constraints applicable to information systems and platform operating systems
  • Systems integration design concepts as they relate to applications security

Ability to:

  • Understand and assist in the maintenance of the End User Services Catalog and related research and analysis to make sure the application still meets security requirements
  • Understand and apply functional requirements to the development of systems proposals, specifications and recommendations for efficient, cost-effective information systems and technology solutions for security related items
  • Learn and utilize specialized terminology if needed by the specific assignment using security best practices to develop a standardized tool for security requirements

To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities.  A desirable combination is: 


  • An Associate’s Degree from an accredited institution in computer science, information systems or a closely related field; 


AND


  • Three (3) years of progressively responsible professional experience in an Information Technology position.


NOTE: Completion of an advanced related degree may substitute for up to two years of the experience requirement. Additional qualifying experience, in combination with related certifications, may substitute for the educational requirement.


Certifications:  

The following certifications must be obtained within one (1) year of employment and kept current through the course of employment with Placer Superior Court.

  • CompTIA A
  • CompTIA N
  • CompTIA S (IT Analyst – Security)
  • Cisco Security (IT Analyst- Security)
    • CISSP or CISM can be substituted for any of the Security related certifications
  • CompTIA Project (IT Analyst – Applications/ Project Management)
  • Cisco CCNA (IT Analyst - System Administration)


The Placer County Superior Court will pay for incumbent to attend class for initial certification and subsequent renewals. The Court will reimburse incumbent for two test per certification and renewal. Failure to obtain or maintain certifications may result in separation of employment.
