  • FHO Regional Services Implementation Lead Roles & Responsibilities
  • Implementation Leads (IM), provide a seasoned, in-the-field presence for projects and outages.
  • They are there to observe, coach and correct contracted workers on safe work practices and standards such as Health and Safety, Environmental, Keys to Life and Human Performance.
  • In this document, there are 5 areas of responsibility that an IM may cover. These are scalable and can be adjusted based on project complexity and Project Lead requests / requirements.
  • A Project Leads’ priorities are listed as follows : Safety, Regulatory Compliance, Quality, Cost and Schedule. The services provided by the Implementation Lead are at the request and on the behalf of the Project Lead, who is ultimately responsible for overall project success.
  • The role of an IM is to conduct watchful, observational management of contractor activities occurring in the field. 90% of a IMs shift should be field work. The balance of time is in an office setting performing duties that help to support the project's success.
  • 5 Areas of Roles & Responsibilities for Implementation Leads

    1.Participate in Construction Execution Plan development :

    • Review project scope of works, specifications, and contracts to obtain a good working knowledge of the project prior to Construction Kick-off.
    • Participate in project planning meetings as requested.
    • Provide input on constructability and past experience. Review the risk matrix and provide comments on risks identified and mitigation strategies as relates to project construction.
    • Support Project Lead in development of Construction Execution Plans.
    • Review the Construction Execution Plans, provide comments, and ensure adherence when published by the Project Lead.
    • Work should not start without completed plans in your possession.
    • Support Construction Kick-off, Pre-Outage Planning, Construction and Operations Readiness Assessment meetings, and Outage meetings with project status and updates.
    • Review Emergency Action Plans and ensure all contractors are fully aware of details.
    • Confirm with Project Lead that all appropriate permits, state notifications, etc. are in place and issued for construction activities to begin.
    • Request a copy of permit documentation from Project Lead to be included in Project Execution file storage.
    • 2. Manage Contractors and Schedule effectively :

    • Final verification of contractor safety, equipment, and LOTO training and qualifications. In addition, welding certifications should be reviewed, consult Welding SME as needed.
    • Work with Project Lead and contractor on schedule development and communicate to site representative, outage manager, and Project Lead.
    • Resolve any schedule conflicts and ensure that contractor schedule supports overall project schedule.
    • Understand schedule variances and report discrepancies to the Project Lead
    • Understand Execution Plans and ensure compliance.
    • Ensure that all site facilities (lay down, temporary power / air / water, data connections, office space, etc.) required for contractors to complete the work successfully are procured and maintained.
    • Identify any NERC / CIP security access areas for which contractors may need to be approved and advise Project Lead for submission of request.
    • Review contractor JHA’s to identify safety and environmental hazard
    • Act as the primary site contact for project contractor. Perform frequent field observations and walk downs to ensure project construction success. Ensure contractor work flows and all barriers to success are addressed. Any issues or plan discrepancies should be noted and discussed with Project Lead.
    • Provide or arrange for site safety orientation as required to contractor.
    • Participate in daily pre-job and mid shift briefs with contractor. Stress safety, changing conditions, work hazards, procedure compliance, zero energy verification, human performance error reduction techniques, LOTO needs, and construction and installation strategies.
    • Conduct walk downs of work areas to ensure that all hazard prevention measures are in place prior to allowing contractors to begin work.
    • Hold LOTOs as needed for contractor as the Contract Work Leader Site Sponsor. Ensure LOTO is adequate for work to be performed. Ensure all contractors requiring this protection are signed on as Protected Persons. Communicate LOTO needs with operations and the Owner Control Group LOTO Desk and submit LOTO requests. Adhere to LOTO procedure requirements.
    • Review, sign & turn in contractor time sheets as required. Report any exceptions to the Project Lead when encountered.
    • Communicate and aid in the enforcement of site security guidelines.
    • Ensure all work area barricades are properly erected and labeled, confined space / hot work permits are adequately administered including all air quality monitoring and scaffolding tags are current and in place ready for contractor use.
    • Encourage contractors to use spotters or personally fill that role whenever a dynamic situation exists. Almost every job we do involves equipment or material lifts, vehicles in motion, or equipment in motion.
    • Contact your management and the Project Lead if you observe a lack of contractor supervision in the field.
    • Safety over production – no time pressure, please ensure contractors understand the expectation is to take the time to complete the task safely.
    • 3. Provide Quality Construction oversight :

    • While construction is underway the IM is to observe contractor behavior. Any direction given by an IM to the contract workers should be within the boundaries of Duke Energy’s Safety, Health, Environmental and Human Performance programs. At no point should an IM direct contractual work. If any questions arise about how the contractor is performing work, the PM should be advised as soon as possible. The PM is responsible and accountable for the project’s success. The IM supports the project’s success by providing consistent daily observations in the field.
    • Coordinate material and equipment receiving and storage with the Project Lead, contractor, and Station Representative. Maintain and forward to the Project Lead all documentation for material received including quality checks and sign offs.
    • Alert Project Lead immediately to impending issues and needs (material, change order requests, events, near misses, lessons learned). Coordinate any Field Changes and Extra Work Authorizations with the Project Lead.
    • Monitor and ensure contractor compliance with Duke Energy Safety, LOTO, NERC / CIP, FME (foreign material exclusion), and environmental policies.
    • Keep personnel out of work areas and maintain properly labeled barricades as needed.
    • Ensure housekeeping standards are enforced.
    • Ensure critical lifts are communicated well in advance to station personnel and Project Lead. Follow critical lift plans, stop work if a variance is encountered, and report variances to the Project Lead for approval before continuing the lift.
    • 4. Communicate clearly and effectively :

    • Provide project updates to Project Lead on a periodic basis via the construction report / log. Maintain a separate construction report / log for each project in electronic format to include project basic information, safety / EH&S, weather, manpower / resources, schedule, work activities (work performed, critical execution next 24, etc.), scope (EWAs submitted, etc.), quality (non-conformance, NDE, etc.), miscellaneous (facilities, security, MICCs, drug screening, etc.) and concerns / challenges updates.
    • Work with Outage Managers to ensure there are no conflicting work interfaces. Outage work will generally take precedence.
    • Conduct intrusive oversight of contractor activities. Correct all actions and conditions that present an immediate safety hazard and work with contractors to mitigate all hazardous conditions.
    • Implement Emergency Action Plans as needed. Ensure contractors understand Emergency Action Plan details prior to starting work and take Lead role in case of execution.
    • Provide immediate updates to the Project Lead on any human performance, environmental, or safety exceptions and follow up with additional details as they become available. Assist Project Lead in development of resolution and escalate to management as necessary.
