Seeking an experienced Construction Procurement Specialist for our Procurement team, focused on supporting our Facilities Team. This individual will have experience in construction, design, architect and engineering (A&E) procurement to include working knowledge of all delivery (DBB, DB, CMAR) and sourcing methods, pricing, negotiation, awarding and documenting. Bid/proposal activities include IFB, RFP, QBS, Quote, and RFI.
The successful candidate will be involved in planning, soliciting, administering and close out of feasibility, design, and construction related contracts mainly in support of our facility development and renovation efforts. The candidate will actively engage with suppliers to mitigate risk and support project completion on time and within cost. The candidate will execute subcontract agreements/purchase orders, create contract files, and execute change orders, while providing professional and courteous customer service.

Responsibilities
- The candidate will be responsible for bid documentation preparation, coordinating a cross-functional and competitive bidding process, soliciting and analyzing quotations; negotiating terms and conditions; execute and administer subcontract agreements/purchase orders, create contract files, and execute and administer change orders for multiple construction projects.
- Candidate will work closely with our Facilities team, Project teams, and suppliers, to ensure company expectations are met; prepare necessary correspondence and documentation, manages the acquisition of materials and services, ensuring cost effectiveness and uninterrupted supply, leads and/or participates in meetings with suppliers to resolve issues, maintaining supplier relationships, analyze trends and makes corresponding decisions/recommendations, and other duties as assigned.
- Provide professional and courteous customer service.
- Bachelor's Degree in a related field, (e.g. Business, Construction Management, Engineering, or Supply Chain Management, etc.)
- 8 years of feasibility, design, and construction contracting experience (Private Sector, General Contractor, Construction Manager procurement and contracting is a plus)
- Experience with the entire construction project life cycle (feasibility, design, construction, closeout)
- Experience with construction of ICD 705/ TEMPEST compliant closed / secure workspaces
- Proficiency in Microsoft Office, Excel, Word and PowerPoint
- Demonstrated capabilities in presenting ideas written and orally within a cross- functional environment
- Active DoD Secret Clearance
- Knowledge of supply base in areas of our facility locations, including, Huntsville, AL, Titusville, FL, Odon, ID, Cape Canaveral, FL, Clearfield, UT and MA.
- Third party procurement or contracting certifications (i.e. organizations: NCMA, DAU, NIGP, APICS)
- Masters Degree in related field (MBA, MPA)
Salary : $45 - $50
