SUMMARY
The Center Manager has the overall responsibility for the efficient coordination, management of workflow and systems, efficient implementation of new services and people management for services and staff. The Center Manager directs a multi-service program and oversees the health center budget. The Center Manager performs supervisory responsibilities to include recruitment and retention of staff, interviewing, hiring, and training of all employees, planning, assigning and directing of work, evaluating employee performance and rewarding and disciplining employees, as well as addressing patient and employee complaints and finding solutions and resolutions to issues or complaints. This position is responsible for the oversight of the health center’s overall risk, quality and compliance, as well as quality assurance to provide top notch quality care in a safe environment for both patients and staff. The Center Manager also provides support, when needed, for community outreach; community based entrepreneurial efforts, marketing, and fundraising. Although specific tasks may be delegated, the Center Manager is responsible to ensure that all operational tasks are done properly, timely and completely.

GENERAL PRIORITIES
• Models the highest standard of customer service and care;
• Works with staff to ensure appropriate access to services by current and potential patients, and seeks always to maximize our mission;
• Monitors and reviews patient care;
• Manages systems and patient flow, productivity and inventory management;
• Assures compliance with agencies, state and federal regulations, by monitoring protocol compliance and service delivery;
• Supervisor duties include: Hiring, onboarding, training, coaching, evaluating, and developing staff. Schedules, assigns and directs work and retains staff;
• Identifies process improvement opportunities and presents solutions to the Sr. Director of Healthcare Operations; monitors budgets, generates month end reports, maintains financial information and analyzes the financial reports with Sr. Director of Healthcare Operations;
• Addresses patient and employee concerns, finding solutions and resolutions to issues or complaints;
• Responsible for the oversight of the health center’s risk, quality and compliance, seeking always to provide customer centered quality care in a safe environment for both patients and staff
DIRECT RESPONSIBILITIES
Operations Administration
• Accountable for the financial aspects of the health center’s daily operations. Plans, forecasts, develops and manages an annual budget. Analyzes and manages the health center’s financial outcomes and understands the payor environment, billing and fee scale requirements of the agency.
• Prepares, evaluates and monitors operations/programs and establishes health center goals to ensure achievement of performance levels and standards.
• Participates as an active member of the clinical/client/patient services management team, and agency-wide initiatives, working effectively and collaboratively with other departments/services, including education programs, committees, conferences and meetings as required.
• Performs Outreach and collaborates with Marketing Department for marketing within the community.
• Maintains and analyzes monthly clinical program(s) statistics, makes recommendations for service improvement, and submits reports, as needed (to include management, incident/occurrence, volunteer, etc.).
• Works in conjunction with Senior Management, managers, and staff to implement new services, policies and protocols.
• Submits all required occurrence and incident reports per PPAZ policy.
• Implements and manages data collection according to agency policy.
• Ensures all health center records are properly filed and confidentiality is maintained.
• Manages all day-to-day health center activities.
• Manages health center security and safety procedures.
• Manages and facilitates health center flow.
• Participates in patient care as patient flow dictates.
• Monitors and reviews patient care by auditing charts to assure adherence to protocol.
Financial
• Provides leadership in maximizing revenue and containing costs.
• Responsible for overseeing health center productivity and operational goals in conjunction with budgetary adherence.
• Maintains revenues, expenses and receivables within the designated range.
• Ensures the health center has supplies and equipment necessary to carry out its services effectively. Places all orders and verifies receipts within the electronic management system. Responsible for inventory management and control.
• Understands PPAZ’s billing policies and ensures staff is accountable for following proper billing guidelines.
• Adheres to agency policy with regard to patient payment structures including self-pay fees, insurance, payment at time of service and payment arrangements.
• Manages inventories, petty cash and ensure balance of daily receipts.
• Demonstrates fiscal responsibility relevant to health center operations by participation in agency budgeting, strategic planning and related activities.
Patient Advocacy/Customer Service
• Ensures expected patient care and customer service levels at health center.
• Assists patients with service questions, concerns or complaints.
• Sets standard of excellence and adherence to PPAZ's core values of respect, teamwork, professionalism, open communication and integrity for all health center staff and volunteers.
ADDITIONAL RESPONSIBILITIES
• Other duties as assigned.
Immunization/TB Statement
• All medical employees at Planned Parenthood Arizona, Inc. shall provide record of Hep B, COVID-19 and Rubella immunizations or titers at time of hire to demonstrate immunity. Employees have the option to sign a declination for the Hep B immunization only. Additionally, medical employees will comply with the PPAZ TB Infection Control Plan which includes at minimum a TB skin test at time of hire and annual TB symptom screening.

QUALIFICATIONS

EDUCATION AND/OR EXPERIENCE
• Associate's Degree highly preferred, plus three to five years of supervisory/management healthcare experience, or an equivalent combination of education and experience,
• A proven leader who can lead, build a team, develop and guide employees

LANGUAGE SKILLS
Strong spoken and written communication skills. Bilingual Spanish preferred. Ability to read, analyze and interpret governmental regulations, general business documents, such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write and analyze routine reports and correspondence. Capacity to effectively present information and respond to questions from managers, employees, patients, and the general public. Ability to relate to line staff and professional staff.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to read, manipulate and develop fiscal data on tables.
REASONING ABILITY
