The Human Resources Generalist reports to and partners closely with the Director of Human Resources to implement a best-in-class, customer-centric, HR function that will position PPAZ as a designated employer. This position will serve as a role model in maintaining and enhancing a positive and inclusive workplace environment and shaping the agencys culture to foster self-reliant, insightful, engaged employees. Specifically, the HR Generalist is responsible for assisting in the development and maintenance of assigned functional areas of HR to ensure the retention, engagement, and satisfaction of all PPAZ team members. At the forefront of this positions duties include a lens of Equity, Diversity, and Inclusion (EDI). This position will play a key role in shaping, building, and maintaining the HR Function.
Responsibilities and duties:
Communication:
Is the primary point of contact and triages all incoming emails and communication that is sent to the HR Distribution Group addressing day-to-day human resources questions and requests for information in a timely manner (within 24-hours or sooner if possible.)
Drafts/updates HR policies and procedures in collaboration with the HR Director and key stakeholders.
Drafts and sends HR internal communications in collaboration with Marketing/Communications, including but not limited to: Regular HR updates, special announcements, launch of new policies or programs.
Talent Strategy (Recruiting/Selection):
Responsible for the continuous improvement and implementation of PPAZs talent strategy in collaboration with the Director of HR and key stakeholders, to ensure an inclusive, streamlined, recruiting, interviewing, and selection process that increases the percentage of diverse candidates and employees to meet PPAZs EDI goals and objectives.
Responsible for all aspects of the daily full cycle talent strategy process, including recruiting, prescreening, and credentialing. This position, in collaboration with the HR team will be assigned specific recruiting responsibilities and will be accountable for meeting and reporting on established metrics for recruiting/hiring talent.
Consults with hiring managers to understand roles to be filled and the profile of the ideal candidates. Screens resumes, reviews, and assesses applicants education, experience, training, and other qualifications. Schedules interviews, coordinates interview panels, and participates in the selection process. Gathers panel feedback and summarizes feedback for the hiring manager to eliminate bias.
Informs candidates of job duties, work schedules, compensation and benefits, and career advancement opportunities. Keeps candidates engaged and informed throughout the interview process.
Extends verbal offers, assesses where candidates should be placed within our compensation structure, prepares, and sends written job offers ensures offer letters are signed, and notifies candidates if they are not selected. Verifies eligibility for employment (Completes Forms I-9, verifies I-9 documentation, E-Verify, audits, and maintains I-9 files), completes references and background checks.
Onboarding:
In partnership with the Director of HR, will help with the re-design and implementation of an inclusive, onboarding program that incorporates our EDI objectives.
Sends welcome emails to new hires that include information about the agency, onboarding date, new hire paperwork, job duties, work schedules, dress code, and parking.
Conducts new hire onboarding, which includes initial assignment and tracking of CALS training and monitoring and tracking completion of department onboarding.
Ensures new hires complete necessary paperwork on the first day of an employees start date.
Provides and tracks required compliance documents for clinical staff members to the medical team
Payroll Administration:
Prepare and Process bi-weekly payroll.
Enter new hires, terminations, status changes, benefit changes, transfers, salary changes, and any other change in the HRIS system.
Provide written and oral information to PPAZ staff concerning payroll inquiries.
Works with managers and payroll to ensure accuracy of data. Has thorough knowledge of payroll process and HRIS systems. Assists in running required reports and audits of employee information and maintenance and auditing of personnel records.
Completes verification of employment when needed.
Employee Relations:
Assists in updating the employee complaint process policy with an EDI lens so employees feel comfortable raising issues and ideas to all levels of leadership and are confident issues will be addressed.
Responsible for assisting in the prevention and resolution of employee concerns.
Monitor and support effective employee relations activity. Assists in the investigation, documentation and follow up of employee concerns. Serves as a secondary internal consultant to mediate issues, and coach managers.
Assists with conducting stay interviews with existing employees and exit interviews with departing employees as needed and processes all necessary paperwork. Presents findings to respective managers. Assists the HR Director in analyzing trends and helps prepare quarterly report of findings to SLT and works collaboratively with the HR team, employees and manager(s) to determine strategies for retention.
Compensation & Benefits:
Responsible for understanding all aspects of our benefit package and can competently assist candidates and employees with questions. Actively participates in the annual review and assessment of benefits. Administers employee benefit surveys.
Conducts monthly new hire benefit orientation.
Assists with open enrollment, including the project and communication plan. Works closely with the HR Director and benefits broker to successfully administrate open enrollment annually.
Responsible for understanding and administering the compensation structure.
Where needed assesses the candidates compensable factors (years of relative experience and education) and identifies the correct pay in our compensation structure. Confirms rate with the HR Director.
Reviews and approves incoming requests for Healthcare Assistant Proficiencies and proper tracking and implementation of pay changes.
Understands and administers other pay policies such as the interim pay policy where applicable.
Leave Management:
Is the primary point of contact for all leaves including non-FMLA, ADA, FMLA, and Paid Parental Leave. Sends employees required forms on a timely basis, tracks completion of forms, updates the FMLA tracker, and answers any questions employees may have.
Auditing and Compliance:
Ensures compliance of the HCA Proficiency, Proctoring/Privileging, and licensing of medical staff to ensure employee progression, growth, and compensation are documented properly in personnel files.
Administers and maintains bilingual proficiency, testing, and documentation, consistent with the policy. Ensures proper proctoring, tracks number of staff who are proficient per the Bilingual Proficiency Policy. Ensures stipends for proficiency are implemented, communicated, and audited.
In partnership with the HR Director leads the execution of required weekly, monthly, and annual audit of:
Background checks and OIG/LEIE checks (quarterly)
Credentialing (Weekly review of outstanding, Monthly review of tracker)
Personnel file audit (monthly and annually)
In partnership with the HR Director, reviews Accreditation EOPs and coordinates compliance.
Updates all federal and state mandated posters as needed and communicates with managers and distributes them to the health centers.
Other Responsibilities:
Supports and assists the HR Director with other projects and helps cover for HR Director when on PTO.
Enhances knowledge of federal and state employment laws and regulations.
Ensures compliance with all PPAZ, PPFA policies, as well as all state and federal regulations.
Creates and promotes a culture of continuous improvement within PPAZ

Required Qualifications:
Associate degree or equivalent with 5 years of demonstrated and comprehensive HR Generalist and administrative experience.
Minimum of 3 years of recruiting experience in a healthcare environment
Experience in Paycom highly desirable.
Hands-on experience with payroll processing required.
Demonstrates expertise in a variety of HR areas, including recruiting, hiring, onboarding, payroll, benefits, employment law, policy development, compensation, employee relations, leave management and compliance.
