About the Role: The VP of People & Culture provides strategic leadership and operational oversight for the People & Culture team, driving initiatives across all human resources functions. Supervising the Director of People & Culture and DEI Program Director, this role ensures all departmental functions apply an equity lens to support a thriving, inclusive workplace and maintain constructive partnerships with unions representing Planned Parenthood Columbia Willamette employees. The VP of People & Culture reports directly to the CEO, sits on the Organizational Leadership Team (OLT), and plays a critical role in supporting the CEO in shaping organizational culture, fostering employee well-being, and aligning strategies with PPCW’s mission and values. Through collaboration and proactive leadership, this position champions workplace excellence and accountability at all levels of the organization. Schedule Expectations: This is a full-time position, (40 hours/week), Monday – Friday. Schedule details and hybrid work options will be discussed in the interview process. Eight (8) years of progressively responsible experience in HR management. Five (5) years of supervisory experience leading cross-functional teams. Three (3) years of experience in a union environment. Demonstrated experience in labor relations, including contract negotiation and a proven ability to partner effectively with unions. Strong background in recruitment, retention, and overall people management strategies. Skilled at designing and implementing diversity, equity, and inclusion (DEI) systems. Familiarity with HRIS platforms; able to implement and optimize systems to support employees effectively. Availability to work flexible hours, including evenings and weekends, as needed. Proven track record of driving organizational change and championing an equitable workplace culture. Willingness to learn more about and train on topics that may include, but are not limited to health equity, racial justice, reproductive justice, cultural humility, and trauma-informed care. Willingness to contribute to an inclusive work environment by using trauma-informed principles in interactions with coworkers, patients, donors, volunteers, and community partners.   Total Rewards: The full wage range for this position is $128,572 to $187,305 annually. At PPCW we’re proud to calculate a wage offer based on candidate experience, rather than negotiate an offer which leads to pay inequity. New hire wage placement typically does not exceed the midpoint of the wage range. Travel on occasion and attend in person meetings as requested. Work a combination of in person and remotely as position requires. Must be able to work flexible hours, including evenings and weekends. Location: This position is hybrid/telework, meaning you will be working both remotely and in-person at a PPCW location and within the community and various settings. All PPCW employees must reside in Oregon or Washington. The onsite work location for this position is our administrative offices at Flanagan Regional Service Center in Northeast Portland, OR.    Essential Functions: Strategic Leadership & Departmental Oversight Provide overall leadership, vision, and direction for the People & Culture team—encompassing HR operations, employee/labor relations, compensation, benefits, organizational development, equity and inclusion, compliance training, recruitment, and offboarding. Develop, implement, and monitor the department’s strategic plan and goals, ensuring alignment with organizational priorities and mission. Oversee budget, staffing, and resource allocation for all People & Culture functions, optimizing efficiency and effectiveness. Serve as a key partner to executive leadership in strategic planning, providing guidance on people strategies and organizational development. Attend Board of Directors meetings as needed, presenting on people initiatives, workforce strategies, and bargaining updates. Continuously seek opportunities to innovate and advance the People & Culture function to support evolving organizational needs. Equity & Inclusion Initiatives Supervise and guide the organization-wide Equity Workgroup, driving equity-related programs, policies, and practices. Integrate an equity lens into all People & Culture strategies and operations, ensuring inclusive and transparent processes for employees at every level. Partner with senior leadership to develop, track, and report on progress against equity goals, ensuring continuous improvement in DEI efforts. Employee Engagement & Organizational Culture Actively champion strategies to enhance employee engagement, retention, and organizational performance, including the design and oversight of training, development, and supervisory education programs. Foster a positive, respectful workplace culture aligned with the organization’s values and commitment to inclusivity. Leverage metrics and feedback loops to measure effectiveness of key HR processes and support data-driven improvements. Labor Relations & Employment Law Compliance Maintain a strong partnership with the union(s) representing employees, acting as the primary management advisor for labor management committees and collective bargaining matters. Collaborate with internal and external legal counsel to ensure compliance with labor laws, regulations, and collective bargaining agreements. Oversee the review, development, and application of policies (e.g., Employee Handbook) to ensure compliance with federal, state, and local regulations. Compensation, Benefits & Talent Management Lead the refinement and standardization of recruiting, interviewing, and selection processes, ensuring a diverse and highly qualified talent pool. Develop competitive compensation and benefits programs that attract, retain, and motivate employees while maintaining cost-effectiveness. Oversee the design and implementation of performance management systems, ensuring fairness, transparency, and alignment with organizational goals. Other Duties Undertake special projects, initiatives, and responsibilities as assigned to address business needs and strategic priorities.
