POSITION SUMMARY The Vice President of External Affairs is responsible for developing and leading the comprehensive external affairs vision and strategy that creates, evaluates, and advances partnerships, laws, and policies to help Planned Parenthood Great Rivers (PPGR) — and its advocacy and political arm, Planned Parenthood Great Rivers Action— to pursue and protect its goals, critical services, and programs. This role is responsible for developing and implementing political, policy, and organizing strategies that protect and expand access to sexual and reproductive health care in a bi-state region (Missouri and Illinois).
The VP supervises four teams: organizing and campaigns, public policy, education, and community health and equity. The VP must keep informed of developments and best practices in the areas of sexual and reproductive health care policymaking that impacts the organization and its stakeholders. This individual will also play a critical role in building and maintaining relationships with government officials, community partners, organizational allies, and volunteers across both states. This position may fulfill the cell phone reimbursement policy requirements.
PRIMARY DUTIES PERFORMED
Lead, inspire, and develop the external-facing teams and staff, including organizing and campaigns, public policy, education, and community health and equity
- Organize, lead, and motivate the work of the external affairs teams, including hiring, supervision, development, and evaluation of staff working in direct lobbying, grassroots lobbying, coalition building, community outreach & engagement, volunteer management, and health education
- In conjunction with the CEO, develop short- and long-range plans for external affairs, including specific objectives, strategies, timelines, and cost estimates outlined in the annual operational plans
- Plan and adhere to the department budget, making expenditure decisions related to the annual operational plan and fundraising where appropriate for the external affairs activities, including monitoring budgets and spending and ensuring grant and/or legal compliance
- Participate actively in senior management team meetings, discussions, drafting and instituting organizational goals, objectives, policies and procedures
- Attend Board meetings and committee meetings and present on matters regarding community and government outreach and engagement, public policies, practices, and related issues
- Collaborate closely with the Chief Development Officer and the development team on fundraising efforts, including events, communications, campaigns, and other initiatives
- Ability to train for being an effective media spokesperson
- May be directed to manage various projects and participate on interdisciplinary teams
- Perform other related duties as assigned
Public Policy
- Organize the collection, analysis, and distribution of information on national, state, and local legislative, judicial, and other public policy activity pertaining to family planning, reproductive and sexual health services, reproductive rights, and other issues affecting Planned Parenthood or its patients
- Plan and implement approved electoral activities Monitor policymakers’ positions and voting records
- Plan and oversee meetings and lobbying events with elected officials and candidates to educate them on PPGR’s services, mission and values
Organizing and Campaigns
- Oversees strategic planning of key field programs that impact legislative affairs, electoral cycles, and other important advocacy issues aligned with PPGR's mission and values
- In collaboration with organizers, oversee a comprehensive volunteer and ambassador program that engages the community
- Ensure cross-team collaboration such that organizers support the larger advocacy goals of the organization
Education
- Develop, review, and approve curricula and educational resources
- Oversee professional training and community education programs
- Create opportunities for expansion of education program through capitalizing on existing networks and collaborations
- Regularly review, evaluate, and report on education program outcomes and activities
- Attend and participate in board Education committee meetings
Community Health and Equity
- Develop and lead initiatives to engage the communities that PPGR serves about the organization’s health and education services and build strong community relationships
- Lead and champion the community health and equity team’s development of an organizational diversity, equity, and inclusion strategy and align external goals to create tangible community and impact
- Partner with Marketing and Communications Department to develop and communicate PPGR’s DEI strategy to internal and external audiences
- Champion a culture of accountability in relation to PPGR’s strategies and initiatives and work to ensure that equity is interwoven throughout the organization’s policies and strategic initiatives
QUALIFICATIONS
- Minimum of Bachelor’s Degree Minimum of five years’ experience/expertise in public/political affairs work, grassroots organizing, lobbying, and/or public education Minimum of five years’ experience as a manager of a large and diverse team
- Working knowledge of legislative and electoral systems Must have the ability to apply a race equity lens on all work and a commitment to center the most impacted communities when working on any given project
- Effective writing and oral communications skills
- Must be computer literate/trained, expertise with Microsoft Office and/or Google Workspace Ability to work closely with diverse constituents, to reach out to diverse populations
- Demonstrates ability to work collaboratively Ability to self-manage and accept a high degree of responsibility
- Ability to travel throughout the region; some evenings and weekend work may be required Demonstrated leadership in maintaining positive employee relations
- Strong commitment to the mission, goals, and values of Planned Parenthood and the ability to communicate those goals and agency values to employees, volunteers, applicants and community contacts
- Must be a team player, energetic, creative, persuasive, and able to function productively and effectively with a high degree of autonomy
